PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.

This is not a request for competitive proposals.

The Federal Bureau of Investigation (FBI) intends to award a sole-source, one-time, firm-fixed-price contract to Vision Research, Inc., (CAGE Code 09PN9), 100 Dey Road, Wayne, New Jersey, 07470 for one (1) Phantom TMX 7510 high-speed camera color system. Vision Research, Inc. is a small business. The Phantom TMX 7510 high-speed camera color system is Made in the United States of America (USA).

The statutory authority permitting other than full and open competition is Title 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. All responsible sources may submit a capability statement and proposal/quotation to Contracting Officer Bryan Lane at bvlane@fbi.gov no later than 9:00 AM (EST) on 21 December 2023.

Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses shall include the firm's Unique Entity ID (UEI) number and their Business Size.

Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided. This information provided is subject to change and in no way binds the Government to solicit for or award a contract.

Background
The Federal Bureau of Investigation (FBI) intends to award a sole-source, one-time, firm-fixed-price contract to Vision Research, Inc., a small business, for one (1) Phantom TMX 7510 high-speed camera color system. The statutory authority permitting other than full and open competition is Title 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation Subpart 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

Work Details
The contract involves acquiring one (1) Phantom TMX 7510 high-speed camera color, with F-Mount lens connection, 512GB memory, and cinema compatibility; one (1) FAST Option which reduces the camera exposure time from 1us to 95ns; a one-year extended warranty; and shipping charges to the Redstone Arsenal, Huntsville, Alabama. The camera is required for the Laboratory Division (LD), Terrorist Explosive Devices Analytical Center (TEDAC) Section, TEDAC Improvised Explosives Detection and Synthesis (TIEDS) Unit to capture ultra-high-speed videography of explosive events in support of researching improvised explosives. The camera must meet specific technical requirements including frame rates of at least 75,000 frames per second at maximum resolution, capable of reaching frame rates of at least 1,500,000 frames per second, and equipped with at least 450 GB of non-removable internal memory.

Place of Performance
The product will be delivered to the Redstone Arsenal in Huntsville, Alabama.
