Notice of Intent to Sole Source for StrongDM Zero Trust

Background
The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) requires both a product and associated professional services to architect, roadmap, and implement the Zero Trust solution. The Zero Trust solution must comply with the DHS Zero Trust Strategy Implementation Plan, OMB M-22-09, and the basic maturity level described in Draft CISA Zero Trust Maturity Model.

Work Details
Zero Trust is a mindset that defines key cybersecurity objectives. It involves systematically eliminating implicit trust in IT infrastructures and replacing it with continuously assessed and explicitly calculated adaptive trust based on factors such as role, privilege, device, and location. The contract requires a product and associated professional services to address the identity, device, network, application, and data pillars in the Zero Trust model presented by CISA. DHS has already deployed Zscaler for the network pillar solution.
