NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

The Federal Bureau of Investigation (FBI) intends to award a sole-source, one-time, firm-fixed price contract to the RAYTHEON COMPANY, (CAGE Code 6S598), Torrance, CA, 90245 for the KSV-21 Enhanced Cryptographic Card, (ECC).

The KSV-21 ECC is a U.S. National Security Agency (NSA) approved card that provides Type I encryption functions.

Raytheon is the manufacturer and the sole point of sale for the KSV-21 ECC. There are no authorized third-party resellers.

The shipping and handling costs are included in the price of the KSV-21 ECC. The KSV-21 Cards will be shipped to the FBI once Raytheon receives the approval to ship from the NSA.

The KSV-21 ECC is an ITAR Controlled item. The buyer must comply with all applicable U.S. export control laws and regulations.

The KSV-21 ECC is a Controlled Cryptographic Item (CCI), and a COMSEC or DODAAC account is required.

The North American Classification System Code (NAICS) is 334418, Printed Circuit Assembly (Electronic Assembly) Manufacturing. The statutory authority permitting other than full and open competition is Title 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency no later than 9:00 AM (EST) on 14 April 2023. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided. The information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.

Vendors must be registered in SAM, (effective July 29, 2012), to receive government contracts. The FBI utilizes a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes the TIN, EFT, DUNs, UEI, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.

Justification for Other Than Full and Open Competition is available upon request.
