Notice of Intent to Award a Sole Source Contract - Advance Innovation in Modeling and Simulation (AIMS)

Background
The Defense Advanced Research Projects Agency (DARPA), Contracts Management Office (CMO), on behalf of the Adaptive Capabilities Office (ACO), intends to award an approximately 36-month sole source Cost Plus Fixed Fee (CPFF) follow-on contract to The Pennsylvania State University, Applied Research Laboratory (PSU ARL), for continued provision of highly specialized services of their Advance Innovation in Modeling and Simulation (AIMS) project. Multiple performers were competitively awarded contracts, under Broad Agency Announcement (BAA) Adaptive Warfighting Architectures No. BAA-HR0011-20-S-0043, to accelerate innovations of technologies in DARPA’s classified SCI/SAP hybrid-cloud accredited lab in support of DARPA Adaptive Capabilities Office (ACO)’s analysis requirements.

Work Details
The Pennsylvania State University, Applied Research Laboratory (PSU ARL) is uniquely positioned to act as the portfolio integrator supporting efforts furthering modeling and simulation (M&S) research, development, testing, and evaluation (RDT&E). PSU/ARL’s innovation across various spectrums of research and development (R&D) developed an advanced hybrid cloud environment for the support of the SAFE-SiM program, employed Subject Matter Experts (SME) for each area needed for successful program execution, and the creation of their Modeling and Simulation Integration Environment (MSIE) for SIC/SAP.

The PSU/ARL team has led the way toward a seamless, well-documented Continuous Integration/Continuous Development (CI/CD) pipeline. The PSU/ARL team is needed to continue support for SAFE-SiM in the continuing phases of the program providing discovery, advancement, implementation, and deployment of high-caliber M&S frameworks as well as search for ways to reduce costs and uncertainties in the traditionally painful and inefficient technology transfer phase.
