Axon Body Cameras to include maintenance and technical support, and related components with evidence management solutions hosted in a FedRamp cloud environment.

The scope of work includes purchasing 235 body worn cameras and a comprehensive evidence management system that
enables secure sharing of data, review of evidence, management of recordings, and ingesting of digital evidence, to
include but not limited to body-worn camera video captured from partners authorized for use on federal task forces. This
solution should prohibit data tampering, editing, and copying. The data storage system should also include protections
against tampering with the data prior to downloading, thereby alleviating any concerns that law enforcement officers will
be able to alter or delete recordings prior to downloading. The storage system should also have a record of who accesses
video data, when, and for what purpose, including a built-in audit trail, thus helping to preserve the chain of custody. The
data storage system should also have a reliable backup system that preserves recorded data.

Background
The Department of Internal Revenue Service (IRS) intends to make a Sole Source award to Axon Enterprises, Inc. for the purchase of Body-Worn Cameras. The IRS-CI is seeking an Indefinite Delivery Indefinite Quantity (IDIQ) contract to purchase Body-Worn Cameras (BWC) in compliance with the DOJ's BWC policies and Executive Order 14074. The purchase and use of Axon 3 BWCs, and Axon’s software and FedRAMP certified storage, is the best option for timely BWC deployment, secure digital evidence storage, and compatibility with law enforcement partners and stakeholders.
