The attached SOLICITATION 75H70124Q00026 is issued on behalf of the Indian Health Service (IHS). The purpose of this project is to complete a 12-inch diameter production well to replace the existing 6-inch, 64-foot deep supply well for the Sulwhanon Community Water System (CWS), which does not have an adequate sanitary control area. The goal of the project is to achieve a safe, reliable drinking water source for 25 homes and 5 non-residential connections served by the Sulwhanon CWS. This project will be procured as a 100% Small Business set-aside solicitation under North American Industry Classification System (NAICS) code 237110 Water and Sewer Line and Related Structures Construction with a size standard of $45 million. **Please review all attachments to this notice for details.**

SCOPE OF WORK: See Section C of the attached solicitation (Attachment B01 75H70124Q00026)

LOCATION OF PROJECT: Approximately 2515 Sulwhanon Dr, Everson, WA 98247 (Whatcom County)

TERO: TERO fees do NOT apply.

CONSTRUCTION DURATION: Period of Performance is 120 calendar days from issuance of the Notice to Proceed.

CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $100,000 and $250,000, in accordance with FAR 36.204.

CONTRACT TYPE: The IHS intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement using price only evaluation criteria as detailed in Section M. This solicitation is issued as a Request for Quotes (RFQ) in accordance with FAR Part 13 and 36 procedures.

QUOTE REQUIREMENTS: See Section L of the attached solicitation (Attachment B01 75H70124Q00026)

SITE VISIT: An organized site visit is scheduled for March 6, 2025 at 10:30am PT; RSVP REQUIRED. See FAR 52.236-27, Site Visit Construction, for details.

QUOTE DUE DATE: The quotation shall be submitted electronically in PDF format via email to toby.hayden@ihs.gov at your earliest convenience but no later than March 13, 2025 at 2:00 PM PT unless changed by amendment.

EVALUATION: In accordance with FAR 13.106-2, the evaluation for this award will be based on price and the quoter's compliance with the terms and conditions for this request for quotes; see Section L. The quoter shall possess all necessary certifications to perform the work specified in Section C in order to be eligible for award. Prices quoted must reflect the quoter's understanding of the requirement, ability to perform, and be considered fair and reasonable to the Government.

QUESTIONS: Quoters shall submit all questions concerning this solicitation in writing to the Contracting Officer, Toby Hayden, at toby.hayden@ihs.gov. Questions should be received no later than 7 days prior to quote due date to allow time for a response.

Background

Work Details
The contractor shall perform the following tasks as part of the water system improvements:
1. Mobilize and Demobilize;
2. Place and Complete Surface Seal;
3. Drive Shoe;
4. Drilling for 12" Casing;
5. Well Casing;
6. Well Screen and Fittings;
7. Tailpipe and Riser;
8. Filter Pack for Screen Assembly;
9. Separation of Drive Shoe;
10. Mechanical Well Development;
11. Test Pumping;
12. Authorized Rig Work;
13. Authorized Standby/Shop Time;
14. Disinfection and Water Quality Sampling;
15. Video Survey (Option Item);
16. Salvage Credit for 12” Casing (Option Item).

The work will also include well development, test pumping, disinfection, water sampling, and water quality testing.

The construction projects will be performed at approximately 2515 Sulwhanon Dr, Everson, WA 98247, located in Whatcom County.
