NOI to Sole Source to Jerome L Ducrest

Background
The Substance Abuse and Mental Health Administration (SAMHSA), Division of Contract Management (DCM) on behalf of the Center for Substance Abuse Treatment (CSAT) intends to negotiate and award a purchase order without providing for full and open competition (Including brand-name) to Jerome L Ducrest located at 4131 Lorcom Lane, Arlington, Virginia, 22207-3941 to acquire block grant calculation services. The background also includes information on the four grant programs administered by SAMHSA and the purpose of the block grant calculations in achieving various areas within the SAMHSA Strategic Plan.

Work Details
The work in this contract will entail the research, analyses, and documentation development for the various Block Grants and their calculations. The vendor is required to have specific experience with SAMHSA’s block grant calculation process, including data collection methods and calculations. The vendor must also be familiar with the enabling legislation and have supported SAMHSA for the past 28 years on providing data and calculations for these Block Grants. Additionally, the vendor is expected to provide a detailed review of the entire block grant allocation process and co-author relevant publications.
