NOAA/OMAO - Uncrewed Systems Operations Center - Uncrewed Aircraft Systems Division (UASD) Platform Requirement

Background
The National Oceanic and Atmospheric Administration (NOAA) anticipates award of a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) vehicle to at least two (2) capable vendors, with a five (5) year ordering period from September 1, 2023 through August 31, 2028. Firm Fixed Price (FFP) Task Orders are anticipated to be solicited and awarded under the resulting vehicle. This acquisition will be competed as a 100% Small Business set-aside utilizing the procedures in Part 13, Simplified Acquisition Procedures.

Work Details
The vendor's response must demonstrate the capability of performing the requirement, as described in the Attachment I – Statement of Work (SOW). In addition, the vendor’s approach must specifically include:
1. The vendor’s ability to provide more than one (1) platform, or equal, listed within the Attachment I – SOW, as well as additional systems that adhere to the listed functional performance criteria required within the SOW;
2. Address the vendor’s approach and capability of providing future uncrewed aircraft systems, subject to the requirements of National Defense Authorization Act (NDAA) 2020 Section 848 and EO 13981, or listed on the Defense Innovation Unit (DIU) Blue Drone list;
3. Offered training to the corresponding available platform systems;
4. The vendor’s corresponding user interfaces, applications, and software to available platform systems and its conformance to restrictions specified within the SOW;
5. Detailed explanation of vendor’s user preferences, and accessibility, of data systems and data retrieved by acquired systems.

Period of Performance
Five (5) year ordering period from September 1, 2023 through August 31, 2028
