NOA - Seeking Interest in the Use of Non-excess Undeveloped Land at Johnson Space Center (Houston, TX)

Background
The purpose of this Notice of Availability (NOA) is to publicize commercial aerospace development opportunities at the National Aeronautics and Space Administration (NASA), Lyndon B. Johnson Space Center (JSC). This notice is issued by NASA’s JSC in Houston, Texas, which has responsibility and ownership of the premises. NASA is seeking tenants interested in developing commercial aerospace capabilities at JSC. The uses that NASA will consider under this NOA are described in this document.
NASA’s objectives include identifying specific industry and non-federal public entities interested in leasing NASA non-excess undeveloped land for development, increasing commercial access to space, enhancing U.S. commercial competitiveness in the space and aerospace industries, diversifying the user base and operations at JSC, and promoting relationships that will build, expand, modernize, or operate aerospace-related capabilities at JSC.

Work Details
The available land encompasses 239 acres “more or less” of non-excess undeveloped land located within the boundaries of JSC adjacent to Saturn Lane as shown in Exhibit A. NASA seeks to provide industry and other non-federal public or private entities with broad awareness and visibility of opportunities in use of certain non-excess undeveloped land at JSC.
Although NASA identifies 239 acres of availability, it does not intend to out-lease the entire area but reserves the right to enter into one or more agreements for development based on proposals received from any subsequent Announcement for Proposal (AFP). Uses that NASA will not consider include those deemed incompatible with the current JSC Master Plan, facility use policies or existing environmental conditions; those that adversely impact the potential success of any NASA mission; those inconsistent with NASA’s objectives; those proposing residential, motel/hotel, or similar permanent or temporary housing of people in conjunction with use of the available land; and those stipulating the legal, permanent transfer of title to the property.
