NOTICE OF INTENT to Sole Source (No further input is being sought on this posting, responses have been received and evaluated. Sole Source J&A posted.)

This requirement is for Naval Hospital Jacksonville (NHJ) FL Enterprise's COVID-19 testing requirements, to include all operational units. The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis in accordance with 10 U.S.C. 2304(c)(1) and FAR 13.501(a)(1)(i), soliciting from a single source. The proposed manufacturer is Mayo Clinic Laboratories, 4500 San Pablo Rd, Jacksonville FL, 32224; CAGE 03CM6.

The NHJ Jacksonville Enterprise encompasses Naval Aviators at Naval Air Station Jacksonville, Submariners at Naval Submarine Base Kings Bay, and Sailors at Mayport Naval Station has a requirement for a non-personal services contract which provides required quick turnaround time of COVID-19 testing to report to work so they can return to work to meet their mission regarding ship and aircraft deployments. Although Naval Hospital Jacksonville has limited in-house COVID-19 testing capabilities, it is not enough to support all the testing requirements of the NH Jacksonville enterprise. The internal resources are being maxed out and the expanded capacities are still required.

Due to the national pandemic of novel SARS-Coronavirus 19 (COVID19) and the rapid increase in infection and mortality rates, there is a need for expedited laboratory testing of active duty and patient samples. Rapid testing, specifically 24-hour turn-around from the time of sample collection, is required to maintain unit integrity for key military operational forces. The rapid feedback of the tests determines the expediency in which operational forces can report to work to meet mission requirements, which dictate the speed to which the naval assets can return to perform mission assignments. This allows maximum flexibility to avoid jeopardizing operations and/or deterrence of strategic response forces. The samples will be collected on military installations throughout the Southeast Region and delivered by active duty military or government couriers to local contractor facilities in Jacksonville, FL within the 50-mile local travel area. The samples will be tested and results provided electronically to the test site within 24 hours of collection. The government estimates between 500-1000 tests will be required weekly. Rapid testing will be required for patient management and infection control during an ongoing national emergency as most DOD laboratories are overwhelmed by the testing volumes required and NHJ does not have the staff or supply resources to take on additional testing.

There are no set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 621511. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement; no further capability statements will be considered at this time. Capability statements were received between 21 Jan 2021 and 05 Feb 2021 and considered for capability, please see attached Justification & Approval to Sole Source.

A determination by the Government not to compete based on responses to the earlier notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
