Pursuant to the authority at FAR 12.603(c)(2):
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR
subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) The solicitation number for this is N0018924Q0432 and will be issued as a request for quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 2024-08
(iv) The Government intends firm-fixed-price (FFP) task order services. The associated NAICS code is 712110
with a small business size standard of $34,000,000.
(v) Line items are detailed as follows:
LINE ITEM: 0001
DESCRIPTION: ART CONSERVATION
EXTENDED DESCRIPTION:
The contractor shall provide conservation treatment for one painting titled CSS Virginia Engages USS
Congress by Frank Muller, Oil Painting on Canvas from 1890, format size 60 inches high x 84 inches wide.
The contractor shall provide conservation treatment for one painting titled E 65th Street by Erick
Marshall Murray, Acrylic Painting on Canvas from 1998, format size 36 inches high x 52 inches wide.
The contractor shall provide conservation treatment for one painting titled Demolition Crew by Robert
Benney, Oil Painting on Masonite from 1944, format size 30 inches high x 48 inches wide.
The contractor shall provide conservation treatment for one painting titled Women Helo Pilot Turning Up
by Christine Cancelli, Oil Painting on Canvas from 1974, format size 48 inches high x 60 inches wide.

UNIT OF ISSUE: Each
(vi) This requirement is for Art Curator Services in support of Naval History and Heritage Command (NNHC).
(vii) The required Period of Performance (POP) is: 09/02/2024 through 09/01/2025. The PLACE OF
PERFORMANCE is at the contractor's studio FOB Destination will be used.
(viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial applies to this acquisition and is
included in the attached "Clauses and Provisions", Attachment 1.
(ix) The provision at FAR 52.212-2, Evaluation - Commercial Items will be used and is included as Attachment 1.
The vendor's proposed price will be evaluated on the basis of price reasonableness in accordance with FAR 13.106.
(x) The provision at FAR 52.212-3 ALT I, Offeror Representations and Certifications - Commercial Items ,applies
to this acquisition and must be completed with any quote. It is included as Attachment 1.
(xi) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items applies to this acquisition and
is included as Attachment 1.
(xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -
Commercial Items, applies to this acquisition and all the applicable FAR clauses cited with this requirement are
included as Attachment 1.
(xiii) All clauses and provisions applicable to this requirement are included in the attached "Clauses and Provisions",
Attachment 1. Clauses and Provisions to be signed , Attachment 2, shall be signed and returned with the
vendor's quote.
(xiv) The Defense Priorities and Allocations System (DPAS) rating does not apply to this acquisition.
(xv) All quotes are due by the date and time specified in this posting and shall be submitted via email to the POC
email address stated in this posting.
(xvi) The individual to contact for information regarding this solicitation is stated in the posting.

Anticipated area of payment Wide Area Work Flow.

All surcharge costs must be included in the final price of the quote.

Vendor must have a facility no further than a 50 mile radius of Washington Navy Yard, 736 Sicard Street SE, (Bldg.46/67) Washington, DC 20374.

Questions are opened until COB 08/14/2024 and will be answered by 1400 08/15/2024.

Reason for ammendment 00001- Solicitation answers to vendor questions.

Reason for ammendment 00002- Solicitation answers to additional vendor questions and Extension of solicitation to 08/20/2024 1000.

Reason for ammendment 00003- Posting of pictures of artifacts front and back including the requirements for each artifact. The radius has been updated to 50 miles from the WNY to the vendors facility. There will also now be a site visit Wednesday 28 August 2024 between 1100 and 1400. Please let me know if you are interested in a site visit as a government issued ID, vehicle registration, and vehicle insurance are required in case of request. Interested vendors need to have their name emailed to christin.t.griffin.civ@us.navy.mil by 1000 8/26/2024. The solcitation closing date is now 1200 8/30/2024 for immediate award.

Background
The Naval History and Heritage Command (NNHC) is responsible for preserving and maintaining the heritage of the Navy, including the Navy Art Collection. This collection was established in July 1986 to provide a visual representation of the Navy's contributions to the nation in both peace and war. The paintings requiring conservation have suffered damage due to exhibition, inadequate storage, and extensive display time, necessitating professional conservation treatment.

Work Details
The contractor shall provide conservation treatment for four unique works of art on canvas within the Navy Art collection. The specific tasks include:
1. Conservation treatment for 'CSS Virginia Engages USS Congress' by Frank Muller (Oil Painting on Canvas, 1890, 60 inches high x 84 inches wide).
2. Conservation treatment for 'E 65th Street' by Erick Marshall Murray (Acrylic Painting on Canvas, 1998, 36 inches high x 52 inches wide).
3. Conservation treatment for 'Demolition Crew' by Robert Benney (Oil Painting on Masonite, 1944, 30 inches high x 48 inches wide).
4. Conservation treatment for 'Women Helo Pilot Turning Up' by Christine Cancelli (Oil Painting on Canvas, 1974, 48 inches high x 60 inches wide).

Additional requirements include:
a) Wrapping and transporting paintings to the contractor's studio within a 25-mile radius of Washington Navy Yard.
b) Photo-documentation before, during, and after treatment.
c) Developing a detailed treatment plan based on observations and best practices for each painting.
d) Specific conservation tasks such as cleaning, repairing tears or holes in the canvas, humidifying to remove creases, relining canvases onto synthetic fabric, removing surface coatings and grime, and inpainting losses with matching colors.
