Sand Disposal for the Naval Foundry Propeller Center (NFPC)

This is a sources sought announcement in accordance with FAR 15.201 and in anticipation of a potential future procurement program. The Naval Surface Warfare Center, Philadelphia Division is conducting market research to determine industry capability and interest in performing the approximate removal of 252 ton of sand. The NSWCPD is especially interested in determining small business capability and interest. The Government is seeking responses from sources that can perform this sand removal, which is anticipated to be awarded in FY 24.

THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible firms capable of providing the supplies described herein prior to determining the method of acquisition.

INCUMBENT: New Requirement

Contract Type A Firm Fixed Price (FFP) contract is anticipated. This requirement will be awarded to the lowest priced offeror who agrees to the term and conditions of the RFQ.

Period of Performance Base year one (1).

PersoNnel Security Clearance See attached Statement of Work (SOW).

Delivery Location Naval Foundry and Propeller Center; Philadelphia, PA.

Capability Statements: Interested businesses are invited to submit capability statements, not to exceed 3 double spaced, single-sided pages in length, demonstrating their ability to fulfill this requirement. Capability Statements must address, at a minimum the following:

Section 1: Introduction. Identify the Sources Sought Number and Title

Section 2: Corporate Description.

  • Name of Company and address
  • Ownership, including whether: Small, Small Disadvantaged Business (SDB), 8(a), Women-Owned Small Business (WOSB), HUBZone, or Service Disabled Veteran-Owned Small Business (SDVOSB)
  • Points of contact, including: Name, title, phone, and e-mail address
  • CAGE Code and DUNS Number

(1) A complete description of the offeror's capabilities stating that the contractor can provide the requirements within the SOW that would directly relate to the Government's need listed in the attached SOW

(2) The qualifications, capabilities, and experiences of the Contractor

(3) Demonstrated ability to obtain security clearances at the time of contract award per the SOW

Section 3: Past/Current Performance. Provide one (1) example of prior experience providing the required chemicals. This shall be efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the requirements described in the SOW.

Background
The Department of the Navy, specifically the Naval Surface Warfare Center, Philadelphia Division (NSWCPD), is conducting market research to determine industry capability and interest in performing the approximate removal of 252 tons of sand at the Naval Foundry and Propeller Center (NFPC) in Philadelphia. The Government is seeking responses from sources that can perform this sand removal, which is anticipated to be awarded in FY 24. This is not a request for proposal but a market research tool being used to determine potential and eligible firms capable of providing the supplies described herein prior to determining the method of acquisition.

Work Details
The contract requires the removal of bulk sand from two vaults at NFPC, each containing approximately 126 tons of sand, and disposal in NFPC’s rubble pile located just outside the foundry’s center roll up doors. The vendor shall remove the sand by whatever means necessary and ensure security requirements and operations of the center roll up doors during the sand removal operations. The contractor will be responsible for all equipment needed, providing fully qualified personnel with confined space training, and adhering to facility/base access guidance. The contract also includes requirements for escorted visits, contractor vehicle parking, and adherence to operations security (OPSEC) requirements.

Period of Performance
The contract is for a period of one year.

The contract work will be performed at Naval Foundry and Propeller Center in Philadelphia, PA.
