Next Generation Integrated Head Protection System

The Army Contracting Command - Aberdeen Proving Ground is posting this pre-solicitation notice to announce the Government's intent to issue a solicitation for the production of up to 406,384 of the Next Generation Integrated Head Protection Systems (NG IHPS).

The NG IHPS is the most advanced combat helmet ever proposed for both mounted & dismounted Soldiers and provides comprehensive handgun, moderate rifle, and fragmenting munitions protection. The IHPS consists of a base ballistic protective shell modular helmet (MH), retention, suspension & maxillofacial protective systems, helmet cover, hearing protection and a Night Vision Device (NVD) bracket.

The Government intends to award up to four (4) firm fixed price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) type contracts via a competitive acquisition on a best value trade off basis. In accordance with FAR 16.505, individual delivery orders issued under the basic contracts will be competed using fair opportunity procedures.

Proposed contracts will consist of a five (5) year ordering period. The contract minimum includes First Article Test (FAT) items.

No hard copies of the solicitation will be issued. Interested offerors are responsible for obtaining all documentation from the SAM.gov website.
