The U.S. Army Corps of Engineers (USACE) Baltimore District is planning the re-procurement of an indefinite-delivery indefinite-quantity (IDIQ) single-award delivery-order contract for phosphoric acid for the Washington Aqueduct Division (WAD) in Washington, D.C. Attached is a draft statement of work (SOW). WAD provides potable water to approximately one million people in the District of Columbia and Northern Virginia. As part of the water treatment and supply system, WAD maintains and operates the Dalecarlia Water Treatment Plant (WTP) and McMillan WTP.

This is a synopsis of the requirement ONLY. An official Request for Proposal (RFP) is anticipated to be posted in the Procurement Integrated Enterprise Environment (PIEE) on or around June 7, 2023.

Background
The U.S. Army Corps of Engineers (USACE) Baltimore District is planning the re-procurement of an indefinite-delivery indefinite-quantity (IDIQ) single-award delivery-order contract for phosphoric acid for the Washington Aqueduct Division (WAD) in Washington, D.C. WAD provides potable water to approximately one million people in the District of Columbia and Northern Virginia. Work Details
STATEMENT OF WORK PHOSPHORIC ACID 75% 1. Requirement – Furnish all Washington Aqueduct’s Phosphoric Acid 75% these specifications.
Phosphoric Acid is used at Washington Aqueduct’s two water treatment plants (WTPs), Dalecarlia WTP and McMillan WTP. Phosphoric Acid shall conform to the requirements of ANSI/AWWA Standard B507, latest revision, except as modified or supplemented herein, and shall be certified to meet NSF/ANSI Standard 60.

1.1.2. Strength: 75 percent H3PO4
1.1.3. Delivery form (tote vs. bulk): Bulk
1.1.4. NSF/ANSI Certification: 60
1.1.5. AWWA Standard: B507, latest revision

Period of Performance
Period of Performance shall be for a period of two (2) years from date of award for a total of 24 months.

Place of Performance
The product will be delivered to the Washington Aqueduct Division (WAD) in Washington, D.C.
