New Boston SFS needs a PA system that can receive Common Alert Protocol (CAP) messages from BDOC computer (Windows 10) and our current version of BlackBerry AtHoc emergency notification (v7.2.1) which is a program used to notify personnel in case of emergency. The system must integrate with all current Valcom speakers and amplifiers. The system must be able to support analog and VoIP telephone paging. Must be able to store at a minimum 25 recorded messages and play those messages on demand and on a schedule from BDOC computer.

The current PA system is a Valcom Multipath system powered by a V-C6124P Valcom power supply. Valcom speakers are all self-amplified and they are in each building with PA capabilities and are powered by a VP-6124 in each building. All buildings receive audio from Valcom Multipath in building 100 Rm 140. An analog signal leaves the Valcom Multipath and enters a VIP-802 media converter in the same room which converts the signal to digital. Digital signal travels to distant end and is received by another VIP-802 which converts the signal back to analog and goes to the speaker. Speaker models include V-9022A, V-1030C, V-1920C, and V1038-B.

Background
The New Boston Space Force Station (SFS) is in need of a Public Announcement (PA) system that can receive Common Alert Protocol (CAP) messages from the BDOC computer and the current version of BlackBerry AtHoc emergency notification. The system must integrate with all current Valcom speakers and amplifiers, support analog and VoIP telephone paging, store a minimum of 25 recorded messages, and play those messages on demand and on a schedule from the BDOC computer. The PA system must meet the Space Forces' most current approved product standards to ensure compliance with all relevant regulations and guidelines. It should also have an Application Programming Interface (API) to remotely activate audible alerts using XML messages conforming to the OASIS Common Alerting Protocols (CAP) Standard.

Work Details
The contractor is required to engineer, design, furnish, install, and test the equipment upgrade of the Installation Notification & Warning System (INWS) at New Boston SFS. This includes installing and integrating new zoneable Indoor Control Units (ICUs) into the primary control station at the BDOC Building, replacing existing Valcom horns and speakers with new tappable ones, removing all obsolete Valcom speakers, horns, wiring, and any associated equipment, and providing real-time emergency messages such as attack announcements, weather warnings, Force Protection, chemical spill warnings, active shooter alerts, exercises, local accidents, and other information affecting base operations. The contractor is also responsible for providing all personnel, equipment, installation, configuration management, labor, material, documentation, and services in support of this requirement.

Period of Performance
The period of performance for this contract is from 15 August 2024 to 14 August 2025.

Place of Performance
The construction projects will be performed at New Boston Space Force Station located at 317 Chestnut Hill Rd., New Boston, NH 03070.
