Enclosed is the Statement of Work/Request for Quotation (SOW/RFQ) for one time procurement and installation for the U.S. Mission in Vietnam Defense POW MIA Accounting Agency (DPAA) . If you would like to submit a quotation, complete the required portions of the attached document, to include:

  • Standard Form 18: block 11e & 11f Price; block 13, 14, 15 and 16 - Bidder's information
  • Pricing as per RFQ part III
  • Technical proposal as required in RFQ
  • NDAA certification
  • Registration for System for Award Management (SAM)

Submit the package electronically to Ms. Nga Nguyen (NguyenTN4@state.gov) on or before the deadline of September 04, 2024 at 17:00 local time.

The U.S. Government intends to award a contract/purchase order for each requirement to the responsible company submitting an acceptable quotation at the lowest technically acceptable price. Quotes must be valid for a minimum of 120 calendar days. We intend to award a contract/purchase order based on initial quotations, without holding discussions. Although we may hold discussion with companies in the competitive range if there is a need to do so.

Bidders must include the company registration record in the System for Award Management (SAM) website https://sam.gov/content/home - with the Unique Entity Identifier (UEI) number for doing business with the U.S. Government. If you don't have a SAM record please find the attached instruction, or contact the American Embassy GSO Procurement Section at HanoiGSOProcurement@state.gov for assistance. Bidders are required to be registered in SAM at the time their quotation is submitted.

Background
The U.S. Mission in Vietnam Defense POW MIA Accounting Agency (DPAA) is seeking to procure and install Broadband Global Area Network (BGAN) equipment to support communication requirements for their Joint Field Activity (JFA).

This contract aims to enhance the operational capabilities of the DPAA by providing reliable satellite communication.

Work Details
The contractor shall provide all labor, materials, equipment, and services necessary for the procurement and installation of BGAN equipment. Specific tasks include:
1. Supply one BGAN equipment unit equivalent to Hughes 9211 HDR BGAN Satellite Terminal with specified technical specifications including satellite transmission and reception frequencies, operational capabilities, dimensions, weight, and environmental tolerances.
2. Provide shipping and installation services for the BGAN equipment.
3. Ensure immediate support for system and hardware failures, recommend solutions, and perform repair work as requested by the Embassy.
4. Process necessary visas, permits, and licenses required to execute this contract in compliance with local regulations.
5. Provide technical assistance during installation and configuration of the new equipment to sync with DPAA’s current network.
6. Deliver a Certificate of Origin and a Certificate of Quality for the provided products.
7. Maintain confidentiality regarding DPAA's usage of the equipment.
8. Offer warranty services including troubleshooting software problems within 24 hours and hardware replacement within 3 days if necessary.

Period of Performance
The delivery date for the BGAN equipment is 40 days after the purchase order is awarded.

Place of Performance
The contract will be performed at the U.S. Embassy located at 7 Lang Ha, Hanoi, Vietnam.
