Background
The purpose of this Request for Proposal is to acquire DHS Network Operations Security Center (NOSC) Network, Cloud, and Cyber Services (NCCS) on behalf of the Department of Homeland Security (DHS) Headquarters, Office of the Chief Information Officer (OCIO), Information Technology Operations.

Work Details
The objective is to establish a single award, Indefinite Delivery Indefinite Quantity (IDIQ) contract for the DHS NOSC NCCS. The contract aims to procure a full range of cybersecurity, network operations, management, and other professional support services for the DHS Headquarters (HQ) Office of the Chief Information Officer (OCIO), Federal Law Enforcement Training Center (FLETC), and U.S. Customs and Border Protection (CBP). The services include network health monitoring, network intrusions detection, vulnerability scanning, cyber threat analysis, incident management, cybersecurity incident response, malware detection and elimination, network penetration testing, and cyber threat intelligence dissemination. The contract will have a 12-month base ordering period with up to four 12-month optional ordering periods.
Task Orders may be issued on a Firm Fixed-Price (FFP), Labor-Hour (LH), or Time-and-Materials (T&M) basis. The cumulative dollar ceiling value for all Task Orders is $594,300,044.00 for all years.

Period of Performance
The contract will consist of a 12-month base ordering period with up to four 12-month optional ordering periods. Task Orders may have a performance period of up to 12 months with up to four 12-month option periods or up to 12 months past the IDIQ contract ordering period.

Place of Performance
The services will be performed at various DHS facilities located in the Washington, DC metropolitan area; Stennis, Mississippi; Chandler, Arizona; and other potential Contiguous United States (CONUS) DHS locations. Telework may be authorized for Sensitive But Unclassified (SBU) tasks at the discretion of the Government.
