NCIS Polygraph Services

Background
The Naval Criminal Investigative Service (NCIS) is tasked with investigating and defeating criminal, terrorist, and foreign intelligence threats to the United States Navy (USN) and Marine Corps.

The NCIS Polygraph Services Field Office (PSFO) employs skilled interviewers who use polygraphs to gather information for criminal, counterintelligence, and counterterrorism investigations. This contract aims to provide nationwide polygraph support services to assist NCIS and other Department of Defense (DoD) entities in their insider threat programs.

Work Details
The contractor will provide certified support for administering Counterintelligence Scope Polygraph (CSP) examinations. Key tasks include:
1. Collaborating with NCIS PSFO and DoD customers to schedule, conduct, and finalize polygraph examinations.
2. Administering an estimated 35,000 exams over one year across various locations including Hawaii and the Continental U.S.
3. Each session is defined as a 4-hour period; session credit will be granted unless appointments are missed.
4. Examiners must document examinations at approved facilities, validate examination data, prepare authentication letters, and enter data into NCIS databases.
5. Providing necessary equipment for polygraph examinations including updated software and ensuring compliance with NCIS policies.
6. Maintaining records of all examinations conducted, including digital copies of charts and reports within three days post-examination.
7. Conducting monthly status reports detailing progress on sessions conducted per task order.

Place of Performance
Services will be performed nationwide at contractor sites in Hawaii and the Continental U.S., as well as government facilities where available.
