Background
The Naval Information Forces (NAVIFOR) is seeking contractor support services for the management, support, and operation of its N4 Directorate Programs. These programs include Collaboration at Sea (CAS), Combined Enterprise Regional Information Exchange System-Maritime (CENTRIXS-M), Secret Releasable (SECREL) Coalition and Allied communications, and Naval Tool for Interoperability and Risk Assessment (NTIRA).

The goal of this contract is to ensure seamless integration with other naval and joint systems, adherence to security and compliance standards, meeting performance and availability metrics, and supporting scalability and future enhancements.

Work Details
The contractor will provide labor for the management, support, and operation of NAVIFOR’s N4 Directorate Programs. Specific tasks include:
- Ensuring compliance with security standards and operational requirements.
- Supporting IT service management frameworks such as ISO, ITIL, COBIT, etc.
- Performing Planned Maintenance System (PMS) maintenance procedures in accordance with COMNAVIFORINST 4790.1A.
- Providing operations and systems support across various locations including U.S. Fleet Forces facilities and other designated sites.
- Offering Tier I through III Service Desk support to U.S. and Coalition/Allied users across non-classified and classified enclaves.
- Conducting system administration for CENTRIXS-M, CAS, SECREL systems including monitoring performance, troubleshooting issues, managing configurations, and ensuring interoperability during operations.
- Developing programmatic processes such as Standard Operating Procedures (SOPs), User Guides, Test Plans, Configuration Guides, etc., which will be reviewed annually for updates.

Period of Performance
The base ordering period is from September 11, 2025 to September 10, 2030.

Place of Performance
The work will be performed at various U.S. Government provided facilities including NAVIFOR in Suffolk, VA; U.S. Fleet Forces owned facilities; Commander Pacific Fleet facilities; Naval Computer and Telecommunications Area Master Station Atlantic; United Atlantic Regional Network Operations Center in Norfolk; Naval Computer and Telecommunications Area Master Station Pacific; Pacific Regional Network Operations Center in Wahiawa; Naval Computer and Telecommunications Station San Diego; Naval Surface Warfare Center Panama City; as well as other CONUS and OCONUS locations as specified in task orders.
