Background
The Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) intends to establish an Other Transaction Authority (OTA) Agreement with a consortium management firm to carry out prototype and production projects aimed at developing technologies that enhance maritime superiority.

This initiative is backed by 10 U.S.C. § 4022, which allows the Department of Defense to conduct prototype projects that improve military effectiveness and support platforms used by armed forces. The OTA model promotes collaboration between government and industry, facilitating rapid technology advancement and cost-effective solutions.

Work Details
The selected consortium management firm will be responsible for:

- Recruiting industry partners for the consortium, which will include both traditional and non-traditional defense contractors.
- Supporting the OTA procurement process, including identifying requirements through industry days.
- Assisting with the solicitation process.
- Executing final OTA agreements with awardees.
- Potentially soliciting classified requirements while managing unclassified proposals.

The firm will also ensure compliance with applicable fiscal and property laws, negotiate intellectual property rights as necessary, and assess the impact of these rights on lifecycle costs. Potential OTA requirements may include maturing technologies for surface maritime dominance, experimenting to inform warfighter capabilities, demonstrating new technologies for increased warfighting capabilities, and developing innovative solutions for lifecycle challenges across various technology areas.
