Natural Language Processing (NLP) for Search, Analysis and Visualization

Background
The ADS/NNRRC (Arms Control and Disarmament Agency/Nuclear Nonproliferation and Arms Control Research Center) is seeking vendor support to develop a natural language processing (NLP) solution for search, analysis, and visualization of arms control data.

The goal of this contract is to create a standalone system that meets the functional requirements outlined in the solicitation, enabling users to perform historical analysis and data visualization. The project will be conducted within a secure environment at the Harry S. Truman Building in Washington, DC, due to the sensitive nature of the data involved.

Work Details
The contractor will be responsible for developing an integrated suite of data analytics and visualization tools that utilize NNRRCNet and other related data sources. Key tasks include:
1. Identifying, extracting, and organizing structured, unstructured, and semi-structured data from existing databases and treaty notifications.
2. Collaborating with NNRRC stakeholders to develop methods for validating relevant data such as locations, reportable assets, and events.
3. Implementing a user-friendly NLP interface for querying data and performing historical analysis.
4. Developing a GIS platform for displaying location-based data outputs.
5. Supporting follow-on interactions with GIS for detailed data exploration.
6. Implementing statistical analysis tools that display results in specified formats like tables and graphs.
7. Establishing processes for NNRRC personnel to validate incoming data as it is added to the system.
