Description

The NATO Communications and Information Agency (NCI Agency) intends to issue an Invitation for Bid (IFB) to establish a flexible framework for the provision of Oracle Application Services, within which the NCI Agency can submit Requests for Task Order Proposals (RFTOP) on an as-required basis. In addition, within the scope of this IFB, the NCI Agency would like to launch three particular RFTOPs that have been identified as a priority.

Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), 3) be issued a Declaration of Eligibility (DOE) by the Department of Commerce (DOC), and 4) register with the NCI Agency's eProcurement tool, Neo: https://www.ncia.nato.int/business/neo-eprocurement.html

Contractor personnel will be required to work unescorted in Class II Security areas. Therefore, access can only be permitted to cleared individuals. Only companies maintaining the appropriate personnel clearances will be able to perform the resulting contract.

The reference for the IFB is IFB-CO-115869-OAS and all correspondence concerning the IFB should include this reference.

The successful bid will be the bid that offers the best value in accordance with predefined evaluation criteria prescribed in the IFB. The top-level criteria weighting will be 60% Technical and 40% Price. A single, firm-fixed price contract is planned for the entire scope of work.

SUMMARY OF REQUIREMENTS

A summary of the technical requirements is set forth in the attachment. These requirements are being refined and will be included in further detail as part of the IFB.

BECOMING ELIGIBLE TO BID

NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis.

The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume or capability statement indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.

DOC is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the TEXT of your EMAIL:

the title and/or solicitation number of the project
- the name/phone/email of the company employee who should receive the bid documents

After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the project. DOC will transmit the DOE to the NATO contracting agency.

Background

In addition, within the scope of this IFB, the NCI Agency would like to launch three particular RFTOPs that have been identified as a priority. Potential U.S. prime contractors must meet specific eligibility criteria including maintaining a professionally active facility within the United States, being pre-approved for participation in NATO International Competitive Bidding (ICB), being issued a Declaration of Eligibility (DOE) by the Department of Commerce (DOC), and registering with the NCI Agency’s eProcurement tool, Neo.

Work Details
The NCI Agency has implemented and deployed an ERP system based on Oracle E-Business Suite (EBS) version 12.2.10 and Oracle Business Intelligence and Analytics (OBIA) version 19c for approximately 3,000 civilian and military users, located in 29 sites throughout Europe and North America. The agency is also implementing functionality within Oracle Fusion Cloud Human Capital Management, with initial capability expected to be available from late-2024 and final operating capability live in 2025.
Additionally, the NCI Agency operates Boomi, an enterprise Integration Platform as a Service (iPaaS) tool used to pass data between systems and across network boundaries.
The ERP system is currently hosted on a NATO UNCLASSIFIED (NU) network, whereas the OBIA and Boomi implementations are both hosted on a network of a higher security classification.
The NATO Communications and Information Agency hosts its on-premises Enterprise Resource Planning (ERP) and Business Intelligence (BI) systems at data centers in Mons, Belgium, and Lago Patria, Italy.

Period of Performance
The contract is expected to be distributed by the NCI Agency on March 15, 2024, with bid closing anticipated on May 1, 2024. The estimated contract award is in Q3 2024.

Place of Performance
The geographic locations where the contract will be performed include data centers in Mons, Belgium, and Lago Patria, Italy.
