Description

The NATO Communications and Information Agency (NCI Agency) intends to issue an Invitation for Bid (IFB) for Deployable Points Of Presence (DPOP) for Special Operations Component Commands (SOCC).

Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) hold an active Facility Security Clearance at the level of SECRET or higher, 3) be pre-approved for participation in NATO International Competitive Bidding (ICB), 4) be issued a Declaration of Eligibility (DOE) by the Department of Commerce (DOC), and 5) register with the NCI Agency's eProcurement tool, Neo: https://www.ncia.nato.int/business/procurement/neo-eprocurement

In addition, contractor personnel will be required to work unescorted in Class II Security areas. Therefore, access can only be permitted to cleared individuals. Only companies maintaining the appropriate personnel clearances will be able to perform the resulting contract.

The NCI Agency plans to issue an IFB using the ICB Procedure for Best Value evaluations. The successful bid will be the bid that offers the best value in accordance with predefined evaluation criteria prescribed in the IFB. The top-level criteria weighting will be 60% Technical and 40% Price. A single, firm-fixed price contract is planned for the entire scope of work.

The reference for the IFB is IIFB-CO-423328-DPOP-SOCC and all correspondence concerning the IFB should include this reference.

SUMMARY OF REQUIREMENTS

A Summary of Requirements (2 pages total) is attached. These requirements are being refined and will be included in further details as part of the IFB.

BECOMING ELIGIBLE TO BID

NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis.

The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume or capability statement indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.

DOC is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the TEXT of your email:

the title and/or solicitation number of the project
- the name/phone/email of the company employee who should receive the bid documents

After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the project. DOC will transmit the DOE to the NATO contracting agency.

Background
The NATO Communications and Information Agency (NCI Agency) is issuing an Invitation for Bid (IFB) for Deployable Points Of Presence (DPOP) for Special Operations Component Commands (SOCC).

The goal of this contract is to provide NATO Special Operations Force Command (SOCOM) with a secure, modular, scalable, deployable, and sustainable communication capability that facilitates communication services between deployed Command and Control (C2) elements and strategic networks.

Work Details
The contractor will be responsible for delivering four sets of SOCC DPoPs for operations, one set for training, and one set as a reference.

The integration of the SOCC DPOPs within NATO's static and deployable Communications and Information Systems (CIS) infrastructure is required. Each SOCC DPOP set consists of a large node (SOCC HQ) and a small node (SOCC FWD). The systems must support up to 125 concurrent operational users across three security domains in remote locations, along with 15 active CIS Support Users including 4 System Administrators.

Additional nodes include 10 SOTG nodes, 1 SOPLE node, 1 SOLE node, and 3 SOLO nodes. The SOCC FWD will support up to 10 concurrent operational users and 7 CIS Support Users.

Warranty provisions will be included for hardware and firmware/software delivered after Provisional System Acceptance.

Period of Performance
The anticipated Period of Performance is from Q1 2026 to Q3 2028.

Place of Performance
The contract work will primarily take place in Western Europe.
