Description

This is a Request for Information (RFI) per FAR 15.201(e) for market research purposes. The Bureau of Labor Statistics has been tasked with starting a new national longitudinal survey of youth (NLSY). As the first round of data collection is scheduled for 2026, BLS is referring to this survey as the NLSY26. The NLSY26 will consist of a cross-sectional (CX) sample that is nationally representative for adolescents aged 12-161 at the time of selection (December 31, 2025) and supplemental (SU) samples designed to produce, in the most statistically efficient way, oversamples of subpopulations such as Hispanics, black youths, and other populations of interest. The purpose of this RFI is to solicit feedback on sample design issues.

Background
The Bureau of Labor Statistics (BLS) has been tasked with starting a new national longitudinal survey of youth (NLSY), referred to as the NLSY26. The purpose of this Request for Information (RFI) is to solicit feedback on sample design issues. The NLSY program aims to understand how people respond to changes in the economy and how their labor market outcomes evolve over their lifetimes.

Work Details
The work associated with the first phase of the NLSY26 includes sample design, selection, screening, the first round of data collection, questionnaire design and programming, systems, security, developing documentation and metadata standards, and data dissemination. The RFI seeks feedback on two main topics: 1. Sample design and screening, and 2. Contract structure.

Period of Performance
The first round of data collection for the NLSY26 is scheduled for 2026. The contract may not exceed 5 years and will be performed off-site.
