National Ground Intelligence Center's (NGIC) Cable Infrastructure Replacement Support (CIRS)

Background
The National Ground Intelligence Center (NGIC) is seeking cable infrastructure replacement support and the transition of voice and data communications to the NGIC’s Nicholson building located at U.S. Army Installation Rivanna Station in Charlottesville, VA. The current PWS tasks the contractor with providing required CISCO brand name equipment, installation, and testing services to NGIC with upgraded Voice over Internet Protocol (VoIP) systems and complete architecture transition support for floors 3 through 5 of the Nicholson building to a new platform. This justification and modification award will extend the same cable infrastructure replacement support being conducted on floors 3 through 5 of the Nicholson building to floors 1 and 2 of the Nicholson building. Additionally, this modification will include cable and legacy waste removal as well as the procurement of 210 additional CISCO phones for floors 1 and 2 of the Nicholson building.

Work Details
The acquisition is for cable infrastructure replacement support and the transition of voice and data communications to the NGIC’s Nicholson building located at U.S. Army Installation Rivanna Station in Charlottesville, VA.
The Department of Defense Instruction (DoDI) 8100.04 directed all subordinate units to adopt Unified Capabilities, which requires a Voice over Internet Protocol (VoIP) system for all future communication network investments. The current PWS tasks the contractor with providing required CISCO brand name equipment, installation, and testing services to NGIC with upgraded VoIP telephone systems and complete architecture transition support for floors 3 through 5 of the Nicholson building to a new platform.
Requirements also include the design and development of a power solution accompanied by the installation of new A/B power capabilities in the Nicholson building.
The PWS is being revised based on changes to the client’s projected non-severable requirements to include the same work described above but expanded to include floors 1 and 2 of the Nicholson building. Additionally, the PWS is being revised to include the removal and disposal of designated legacy cable and other waste.

Period of Performance
The period of performance start date was September 30, 2022, with a base period extended for an additional 12 months via modification P00005, ending on September 29, 2024.

Place of Performance
The contract will be performed at U.S. Army Installation Rivanna Station in Charlottesville, VA.
