National Data Warehouse (NDW)_JUSTIFICATION FOR AN EXCEPTION TO FAIR OPPORTUNITY

Background
The Centers for Medicare and Medicaid Services (CMS) is extending the current National Data Warehouse (NDW) order with a period of performance of six (6) months beginning September 01, 2023, followed by one additional six (6) month option period. This extension is necessary due to a post-award protest submitted to the Court of Federal Claims regarding the competitive award of the NDW task order. The current order is under protest, and CMS issued a stop work order until the protest is resolved.

Work Details
The National Data Warehouse (NDW) serves as the central repository for capturing, aggregating, and analyzing information related to the beneficiary experience with Medicare and the consumer experience with Marketplaces. It supports operational and business analytics reporting needs of the contact center operations (CCO) managing both 1-800 MEDICARE and the Federal Health Insurance Marketplace call centers.
Critical tasks include managing AWS cloud architecture and services, systems and software development, data transfer, data acquisition, data modeling, metadata management, data storage, data governance, data security, extract-transfer-load (ETL), data integrity and quality, business intelligence, data analytics, integration and system testing, information systems security, operations and maintenance, process management, systems monitoring, configuration management, technical change management, business continuity and service recovery, user support, incident and problem management.

Period of Performance
The period of performance for this contract extension is six (6) months beginning September 01, 2023, followed by one additional six (6) month option period.
