Description

Naval Facilities Engineering Systems Command (NAVFAC), Kingsville has a requirement to conduct various repairs to the installation swimming pool, pool pump facility, and the fitness center. The work is located at B5746 and B5738. The existing the pool needs to be re-coated; the pump facility needs a new chlorination system and pool heater, and the fitness center needs all the gutters and down spouts replaced. The Government intends to award a firm fixed price contract for its B5738 Fitness Center, B5746 Pool Pump Facility, and B5746 Pool Repairs located at Naval Air Station (NAS) Kingsville, TX. This solicitation is being competed as a total small business set aside. Payment and performance bonds are required. Award will be made to the contractor that offers the lowest price, with price being the only consideration. An organized site visit has been scheduled for Tuesday, March 25th at 0900. Attendees that do not currently have access to NAS Kingsville will have to be escorted by NAVFAC personnel and will need to go through vehicle inspection. It is strongly recommended that those that currently do not have access arrive a minimum of an hour early to allow time for the vehicle inspection to take place. All legal documentation including drivers license, vehicle registration, and car insurance will need to be up to date otherwise you will be turned away. Background
The Naval Facilities Engineering Systems Command (NAVFAC) at Naval Air Station (NAS) Kingsville, TX, has a requirement for various repairs to the installation swimming pool, pool pump facility, and fitness center. The goal of the contract is to ensure that these facilities are safe and operational for use by personnel. This solicitation is being competed as a total small business set aside, with the intention of awarding a firm fixed price contract based on the lowest price offered.

Work Details
The contractor shall provide all supervision, transportation, labor, and materials necessary to complete the following tasks:

1. **B5746 Pool Repairs**:
- Re-coat a 220,000-gallon swimming pool using epoxy phenolic resin with alkali curing agents.
- Drain de-chlorinated pool water in coordination with Public Works personnel.
- Resurface pool walls and floor, including removal of damaged plaster. Notify COR/CM/ET if additional repairs are needed during surface preparation.
- Replace existing waterproof pool lights with 4 new 120V waterproof LED lights.
- Remove and replace existing handicap chair lift with an ADA compliant system.
- Replace retractable safety pool cover capable of covering a 4146 sq. ft. pool.
- Remove existing polyurethane expansion joints and install new concrete expansion joints around the pool area.

2. **B5746 Pool Pump Facility**:
- Replace existing chlorination system with a saltwater chlorine generation system including necessary piping and electrical components.
- Replace inoperable pool heater with a similar Raypak XTHERM P-1505A Commercial Pool Heater.
- Rebuild/recharge sand filter by replacing filter media and seals/gaskets.
- Replace underground fill tank piping (6IN and 4IN) along with valves and supports.

3. **B5738 Fitness Center**:
- Remove existing gutter system and replace it with an industrial-grade gutter system meeting UFC/UFGS criteria, including specific dimensions for gutters and downspouts.

Period of Performance
The contract will be performed over a period of approximately 150 days after award.
