Background
The Naval Facilities Engineering Systems Command (NAVFAC) is issuing this solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (AE) services. The goal of this contract is to provide design and engineering services for general type facilities located throughout NAVFAC's Area of Operations, which may also include work worldwide.

The total fee for the contract term shall not exceed $95,000,000, with a guaranteed minimum of $10,000. This procurement is being solicited on an unrestricted basis, inviting full and open competition.

Work Details
The contractor will provide a range of design and engineering services including but not limited to:

- DD1391 documentation
- Design-Build RFPs
- Design-Bid-Build construction documents
- Cost engineering services including cost estimates
- Related studies
- Field investigations
- Surveying and mapping
- Tests and evaluations
- Consultations
- Training
- Program management
- Conceptual designs
- Geotechnical subsurface exploration and studies (including soil borings)
- Hazardous materials identification
- Energy computation
- Life safety code studies
- Interior space comprehensive planning/design
- Value engineering
- Shop drawing review
- Operation and Maintenance Support Information (OMSI)
- Commissioning
- Construction inspection
- Post Construction-Award Services (PCAS) including shop drawing review and as-built drawing preparation.

The types of facilities expected to be serviced under this contract include Operational Facilities, Munitions Handling and Storage Facilities, Warehouses, Administration Buildings, Religious Facilities, Dining Facilities, Recreational Facilities, Security Buildings and features, Child Development Centers, Bachelor Quarters and other lodging facilities.

Period of Performance
The IDIQ contract will have a base period of one year with four one-year option periods if exercised. The estimated start date for the contract is June 2025.

Place of Performance
The work will be performed throughout the Naval Facilities Engineering Systems Command Area of Operations worldwide.
