Background
The Military Sealift Command (MSC) is issuing a solicitation for the Mid-Term Availability (MTA) and Dry Docking (DD) of the USNS MERCY (T-AH 19). The goal of this contract is to prepare for and accomplish various overhaul and alteration tasks on the vessel, ensuring it meets operational readiness standards. This contract emphasizes the importance of timely execution and adherence to quality standards in ship repair work.

Work Details
The contractor shall prepare for and accomplish the Voyage Repair (VR), overhaul, or alterations of the USNS MERCY as specified in the Work Item (WI) package provided in Attachment J-1. Responsibilities include:

1. Providing necessary management, procurement, production, testing, technical capability, resources, and quality assurance services.
2. Ensuring timely procurement of materials and reporting on their receipt, storage, and installation.
3. Utilizing progress measurement systems to track physical progress against scheduled plans.
4. Developing a performance milestone schedule/critical path chart to measure scheduled performance.
5. Managing subcontractor performance to ensure compliance with quality standards.

Specific tasks include:
- Preparing for MTA/DD per Attachment J-1
- Providing electrical shore power, potable water, de-ionized water, bilge water removal, crane usage, and hazardous waste handling as per specified unit prices in Section B
- Optional Category 'B' Work Items (WIs) related to physical security and drydocking may be exercised at the discretion of the Contracting Officer.

Period of Performance
The contract will be performed over a period that includes preparation for MTA/DD activities leading up to the completion of all required work items as outlined in the WI package.

Place of Performance
All work shall be performed at the contractor’s shipyard unless otherwise specified.
