NOTICE OF INTENT TO AWARD SOLE SOURCE: - Department of Veterans Affairs (VA) Network Contracting Office 2 (NCO 2) intends to award a sole source contract award to Elemco Services, Inc, for emergency repairs of multiple inoperable breakers within its main electrical distribution system. The NAICS code is 238210 Electrical Contractors and Other Wiring Installation Contractors. Electrical equipment to be serviced, maintained, tested and repaired: One (1) PC-D Board One (1) Main 4000-amp Breaker One (1) Transformer, Dry Type XFMR T-PCD 2000/3000KVA Seven (7) Breaker 800amp Four (4) 4160V Brakers - Contractor shall comply with the latest edition of the NETA Maintenance Testing Specifications (MTS) and with the VHA Directive, Electrical Power Distribution System. Contractors shall be certified by the InterNational Electrical Testing Association (NETA) or equivalent certifying organization as Certified Technicians with each having completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. Additionally, Contractors shall have safety trainings: OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S Electrical, and the NFPA 70E Standard for Electrical Safety in the Workplace. - THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. If no responses are received, the government will proceed with the award. Responses are due by April 18, 2025, at 10:00 am EDT. Responses shall be submitted via email to Lisa.Harris4@va.gov. Background
The Department of Veterans Affairs (VA) Network Contracting Office 2 (NCO 2) intends to award a sole source contract to Elemco Services, Inc. for emergency repairs of multiple inoperable breakers within its main electrical distribution system. The goal of this contract is to ensure the reliability and safety of the electrical distribution system at the Manhattan VA Medical Center.

Work Details
The contractor will be responsible for servicing, maintaining, testing, and repairing the following electrical equipment:

- One (1) PC-D Board
- One (1) Main 4000-amp Breaker
- One (1) Transformer, Dry Type XFMR T-PCD 2000/3000KVA
- Seven (7) Breaker 800amp
- Four (4) 4160V Breakers.
