The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement N00019-17-G-0014 with EFW Inc., 4700 Marine Creek Parkway, Fort Worth, TX 76179 on an 'other than full and open' competitive basis to procure the necessary integration of the ESA V-22 components.

This action is being awarded on a sole source basis to EFW Inc. in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." EFW Inc. is the Original Equipment Manufacturer (OEM) for these components on the V-22 Aircraft, and therefore, is the only source with the requisite knowledge and technical data for the components to satisfy this requirement.

This synopsis is not a Request for Proposals (RFP). The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. All responsible sources may submit a capability statement, which shall be considered by the agency.
