Multiple Award Task Order Contract (MATOC) ($300M)

For Construction Phase Services (CPS) for the US. Army Corps of
Engineers, South Pacific and Southwestern Divisions in support of the Border
Infrastructure Program, but may be used for other USACE Programs (Civil
Works, Interagency International Services (IIS) and Military)
This will support various construction activities along the southern border of
the United States by providing quality assurance (QA) services during the
building of the border barrier and associated structures in support of the
Border Infrastructure Program. This is the general scope of work for this

contract. A specific scope of work will be issued for each individual follow on
task order.

The Construction Phase Services (CPS) will support various construction
activities along the southern border of the United States by providing quality
assurance (QA) services during the building of the border barrier wall and
associated structures. The work will consist of tasks such as: quality
assurance surveillance, reporting requirements, project scheduling, safety
compliance, project coordination, construction management functions,
construction compliance reviews, attend weekly and monthly QA meetings
and administration support. The services will be associated with construction
of real property and include Quality Assurance Representative (QAR)
Services. The required services include onsite assistance and guidance to
government construction field offices; onsite construction Quality Assurance
(QA) inspection, identifying and reporting potential construction issues to the
proper authority, preparing quality assurance reports, logging and distributing
submittals, quality control plans and storm water pollution prevention plans.
Review safety plans and perform safety inspections when required. Provide
onsite administrative services; jobsite safety; material testing; quantity
verifications; material scheduling; monitor construction progress and report to
appropriate authority; project coordination with the Resident Engineer Office;
tracking and reporting daily job activities; assist with the development of
scopes of work (SOW) for potential construction modifications; review of
Network Analysis Schedules (NAS); preliminary analysis of construction
contractor claims; and other incidental services related to construction phase
services.

Contract Type:

This contract is an UNRESTRICTED (Full and Open Competition without
Exclusion of Sources) Firm Fixed Price Multiple Award Task Order Contract
(MATOC). The resultant MATOC award will be set up for one
UNRESTRICTED MATOC (Pool).

Acquisition Information:

Bids are being solicited from UNRESTRICTED firms (Full and Open Competition
without Exclusion of Sources).

Place of Performance:

The work and services to be provided will involve multiple districts and
multiple project locations that are within the USACE South Pacific (SPD) and
Southwestern (SWD) Divisions boundaries (Arizona, California, New Mexico
and Texas). The work will primarily occur in the California Corridor
encompassing areas south of San Diego, the Tucson and Yuma Corridor in
Arizona, the El Paso/Southern New Mexico Corridor and the South Texas/Gulf
Corridor encompassing the McAllen, TX area. The southwest border land

forms vary along the border and are a combination of flat and rolling hills (at
various grades), some mountainous terrain, valleys, and agricultural plots.
Most of the southwest border is located in the Chihuahuan and Sonoran
Desert.
