The purpose of this update is to provide AMENDMENT 0005 to N00024-20-R-4112 which incorporates the following updates.

  1. Update Section L: Paragraph 2.2.2
  2. Update the Pre-Proposal Information-Respones-Amendment 0004

**Verification that the requestor is a bona fide U.S. Department of Defense (DoD) contractor familiar with the procedures to handle technical data packages that may include limited distribution information. Evidence in the form of a fully executed DD Form 2345 (MILITARILY CRITICAL TECHNICAL DATA AGREEMENT), signed by both the US and Canadian representative, will be required prior to receipt.

Offerors are notified that the Naval Sea Systems Command (NAVSEA) is hereby issuing a competitive Request for Proposal (RFP). The Procurement requirement will include preliminary design and basic technology de-risking; detailed design; first unit manufacture and recurring factory test; non-recurring first article qualification testing and Environmental Qualification Testing (EQT); associated engineering services for additional related technology studies and to support Navy test site integration and in-service operation and maintenance; Low Rate Initial Production (LRIP) options that are stepladder priced; and Provisioned Item Order (PIO).

The Section J Attachments, controlled unclassified information (CUI) technical information, and Government Furnished Information, will be provided as a large zip file (>231Mb) via DoD safe (https://safe.apps.mil). The following will be provided: Section J Attachments (18 files), Exhibits/CDRLs (2 files), Bidders Library: Data Item Description (73 files), GFI/Other (10 files), References (8 files), and Specs/Standards/Manuals (77 files). This is in addition to what will be posted on the beta.sam.gov site which are: (Solicitation Section B thru L) (1 file), Section L PPQ & Cost Summary (2 files) Pre-proposal Information/Question (1 file), which is not part of the solicitation, and DD Form 2345 blank (1 file).

Interested Offerors must request the Section J Attachments, controlled unclassified information (CUI) technical information, and Government Furnished Information by email to rufus.brown@navy.mil with the following information:

-Name

-Title

-Company name and address

-DUNS and CAGE numbers

-E-mail address (Note 1)

This procurement includes CUI technical information assigned a restricted distribution statement, which is export controlled. To receive this unclassified controlled technical information, an Offeror must possess a certification through the United States/Canada Joint Certification Program. To obtain certification for receipt of the technical documents, a U.S. Offeror must submit a completed DD Form 2345 to the U.S./Canada Joint Certification Office. Canadian Offerors may submit a completed DD Form 2345 for certification. In addition, a copy of the company's State/Provincial Business License, Incorporation Certificate, sales Tax Identification Form or other documentation, which verifies the legitimacy of the company, must accompany all DD Form 2345s. Additional information on the Joint Certification Program and a checklist for completion of the DD Form 2345 is available at the following website: www.dla.mil/HQ/LogisticsOperations/Services/JCP/.

Offerors are encouraged to apply for certification as early as possible in order for processing and receipt of information. This will allow sufficient time to prepare a proposal before solicitation closing. Controlled unclassified technical information will only be provided to the requestor listed and identified on the DD Form 2345 as the Data Custodian.

The controlled unclassified information (CUI) will be provide upon request as a .zip file via a secure Government website DoD SAFE.

Note 1: Potential Offerors who have already provided the DD Form 2345 under the pre-solicitation announcement do not need to submit another request, unless the requestor was not the listed and identified Data Custodian on the DD Form 2345.

THE SOLICITATION IS AVAILABLE IN ELECTRONIC FORMAT ONLY. PROPOSALS SHALL ONLY BE SUBMITTED ELECTRONICALLY. Paper copies of the solicitation, amendments, and drawings will not be provided. IT IS THE OFFERORS RESPONSIBILITY TO CHECK THE WEBSITE DAILY FOR ANY AMENDMENTS AND OTHER INFORMATION PERTAINING TO THIS SOLICITATION. Once the RFP is posted, all technical/contractual questions and all Proposals must be submitted in writing to: rufus.brown@navy.mil. In the email, please clearly indicate your company name, section and paragraph number of the RFP, in accordance with Section L L-215-H007 Submission of Questions by Offerors-Alternate I or specification as applicable.

All questions shall be submitted in accordance with the instructions found in Section L of the solicitation to the Contract Specialist via email, utilizing the Pre-Proposal Information/Question file, which shall be in Excel format. Pre-Proposal Information/Question submissions shall also clearly note questions that are considered to be proprietary or business sensitive (which will not be posted, unless the data is of such impact that it leads to a proposal amendment which will be applicable to all Offerors). It is reminded that the consolidated Questions and Answers will be posted to beta.sam.gov and publically released. Proposal are due 9/8/2020.
