Moscow Sewer Extension   3

The U.S. Army Corps of Engineers (USACE), Baltimore District has a requirement for the design and construction to extend the Moscow Sewer Authority Church Street Sanitary Sewer. This procurement is an unrestricted Invitation for Bid (IFB) for a design-bid-build firm-fixed-price contract using the procedures of FAR 14 and 36. The magnitude of construction is between $1,000,000 and $5,000,000. The jobsite is in the Borough of Moscow, Lackawanna County, PA. An official IFB is anticipated to be posted here through the Procurement Integrated Enterprise Environment (PIEE) website on or around April 24, 2024. Interested Bidders must be registered in PIEE to submit a bid. **A site visit will be held, date and time TBD**

Background
The Baltimore District is assisting the Moscow Sewer Authority with the design and construction of a sewer line extension to remove malfunctioning on-lot sewage disposal systems. The proposed project will extend the existing Moscow Borough Central Sanitary Sewer System westward from the termination manhole in Church Street near the Moscow Elementary School to the Moscow Borough line, for a distance of approximately 6000-feet. The project will also extend northward along Gardner Road for approximately 2300-feet. The proposed extension would service existing residents and commercial properties of Moscow Borough (approximately 46.5 Equivalent Dwelling Units).

Work Details
The construction tasks include mobilization and demobilization, flushing manholes type 1 and 2, air release manhole, gravity sewer drop manhole, sewer force main installed by open cut methods, trenchless installation methods, jack & bore steel casing and force main carrier pipe, 8" gravity sewer main, gravity sewer connection, sewer lateral or main connections with valves and fittings, concrete sidewalk, ADA curb and sidewalk access ramp, PennDOT road restoration, Gardner road restoration, asphalt driveway restoration, gravel drive restoration, grinder pump unit installation with additional depth per vertical foot, and spare parts.

Place of Performance
The construction projects will be performed in Moscow Borough and along Gardner Road.
