The USDA Forest Service, Monongahela National Forest in eastern West Virginia has issued the Final Prospectus for campground concessionaire operations that will begin in January 2025. The Prospectus solicits proposals to operate and maintain campgrounds and day-use areas under a special use permit. The operator is responsible for all operations and specified maintenance of the permitted recreation facilities. Fees collected from users accrue to the concessionaire, with a percentage returned to the government as a permit fee. A single permit to provide high-quality public service in the operation and maintenance of Government-owned recreation facilities will be issued to replace the current special use permit which terminates December 31, 2024. The term of the permit is five (5) years, with an additional five (5) years that may be awarded non-competitively upon satisfactory completion of the original term. At the end of the second 5-year period the permit will automatically terminate and a new permit may be issued through a competitive process.
The Prospectus includes four family campgrounds (Big Bend, Seneca Shadows, Spruce Knob Lake, and Stuart), three group campgrounds (Gatewood, Jess Judy, and Stuart) and one day use area (Stuart) located on the Cheat-Potomac Ranger District.

No field visit is planned, however, if a field visit is desired, please email Zachary Adkins at the Cheat-Potomac Ranger District office in Petersburg, WV at Zachary.c.adkins@usda.gov. The Final Prospectus, Sample Operating Plan and other appendices are available upon request as of July 1, 2024. Applicants will have until 4:30 pm EST on August 30, 2024 to submit a complete proposal. Work Details

The work involves various tasks related to campground concessionaire operations such as maintaining campgrounds and day-use areas under a special use permit, collecting fees from users, ensuring compliance with environmental laws, managing site development and site management in accordance with Forest land management plan, enforcing laws and regulations, ensuring safety and security at developed recreation sites, maintaining cleanliness and health standards, providing responsive services to visitors, maintaining conditions of facilities, and meeting public service maintenance standards.

Period of Performance
The contract will begin in January 2025 and has a term of five (5) years, with an additional five (5) years that may be awarded non-competitively upon satisfactory completion of the original term.

Place of Performance
The campgrounds and day-use areas are located on the Cheat-Potomac Ranger District within Monongahela National Forest in eastern West Virginia.
