Background
The USDA Animal and Plant Health Inspection Service (APHIS) is seeking to maintain a mobile security camera trailer at their Riverdale facility in Maryland for a 12-month period. The goal of this contract is to enhance security measures at the facility by providing continuous monitoring through advanced camera technology.

Work Details
The contractor/vendor will provide a mobile security camera trailer with the following specifications:

- High Resolution Pan/Tilt/Zoom cameras with at least 25x zoom capabilities, including a minimum of two cameras capable of low light recording/viewing.
- The trailer must have a self-sufficient power supply, utilizing solar power, battery, and/or generator power.
- It should also include 'talk-down' communication capabilities between the monitoring company and potential trespassers.
- The system must store camera footage for 30 days and communicate via a dedicated cellular connection.
- Remote viewing of footage and notifications to USDA personnel are required, along with 24/7 monitoring by the vendor or a third-party service.
- The vendor is responsible for daily equipment testing reports to ensure operability.
- In case of security incidents, immediate notification to local law enforcement and the Security Branch representative is required, along with detailed incident reports emailed within 24 hours.

Period of Performance
The contract will be performed over a 12-month period starting from the deployment date, which should occur no later than March 1, 2025.

Place of Performance
The contract will be performed at the APHIS Riverdale Facility located at 4700 River Road, Riverdale, MD.
