THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.

The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Contracting Office (Code 400), hereby provides notice of its intent to award a sole-source, firm fixed service contract to Ready America Inc/Big Shaker LLC. The contract is expected to be awarded under FAR 13.106-1(b)(1)(i). A Justification and Approval for Other Than Full and Open Competition has been prepared. The period of performance shall be from approximately 03 Sept 2024 through 3 Sept 2024, for a (4) hour event.

This is a non-personnel services contract to Lease a Realistic Earthquake Simulator Trailer, for an upcoming Seismic Event. Real America Inc is the only source to provide this trailer. As Ready for America is the manufacture of these trailers, they are the only source who are authorized to distribute, provide the necessary the equipment, set up, operation and simulation of these trailers.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES; no solicitation or RFQ will be forthcoming. However, interested parties may identify their interest and capability to respond to this requirement no later than 14 August 2024 at 1100 AM Pacific Time.

Interested parties are encouraged to furnish information by email only with subject line stating - RESPONSE TO INTENT TO SOLE SOURCE FOR N4523A24Q1342

A determination to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

PSNS and IMF Contracting Office (Code 400) will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.

All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contracting Officer, Angela Charpia at angela.m.charpia.civ@us.navy.mil. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.

Background
The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Contracting Office intends to award a sole-source, firm fixed service contract to Ready America Inc/Big Shaker LLC for the lease of a realistic Earthquake Simulator Trailer.

This contract is part of the agency's efforts to support National Preparedness Month, focusing on seismic event preparedness in Washington State. The simulator will provide a controlled environment for employees to experience an earthquake, enhancing their awareness and preparedness for such events.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the Earthquake simulator 'Big Shaker' services for the Shipyard’s National Preparedness Month event.

Specific tasks include:
- Delivering the simulator trailer
- Setting it up for operation
- Providing instructional information during the event
- Breaking down and removing the equipment after use.

The simulator is designed to demonstrate an earthquake up to 8.0 magnitude, giving individuals a real sense of what it is like during an actual earthquake. The contractor must ensure that all services are performed according to the standards outlined in the Performance Work Statement (PWS).

The period of performance is scheduled for September 3, 2024, for a duration of four hours.
