The U.S. Army Contracting Command - Rock Island, on behalf of the Project Director Joint Bombs, intends to issue a competitive Request For Proposal (RFP) W52P1J-18-R-0143, on or after 15 November 2019 with an estimated closing date of 45 days after issuance. The RFP will be competed as a 100% Small Business Set Aside for the MK76-5 Twin Pack Practice Bomb, BDU-33 D/B Practice Bomb, 25 lb. Bomb Suspension Lug using a best value approach in accordance with Federal Acquisition Regulation (FAR) 15.101-1. The following items will be included in the solicitation:

The applicable NAICS code is 332993, Ammunition (Except Small Arms) Manufacturing, with a size standard of 1,500 employees. The RFP will solicit proposals for a Firm Fixed Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) production contract. The minimum guaranteed quantity (MGQ) is a quantity of 40,000 to consist of any combination of MK76-5 Twin Pack Practice Bombs and/or BDU-33 D/B Practice Bombs. The contract will consist of five one-year ordering Periods to award FY20-FY24 requirements.

The total five year maximum quantities combined awarded as a result of the RFP are as follows: MK76-5 Twin Pack Practice Bomb: 750,000 ea.; BDU-33 D/B Practice Bomb: 250,000 ea.; and 25 lb. Bomb Suspension Lug: 250,000 ea.

First Article Test (FAT) is required to be performed by the contractor. FAT shall be completed 240 days after issuance of the Delivery Order. FAT Reports are required to be submitted for U.S. Government disposition 270 days after issuance of the Delivery Order. Production deliveries are required to begin 365 days after issuance of Delivery Order. Monthly production delivery schedules will be based upon a twelve month delivery period for the awarded quantity.

The Technical Data Packages (TDP) associated with the practice bombs and lugs are classified as Distribution D - limited distribution authorized to the Department of Defense (DOD) and US DOD Contractors Only. These documents contain technical data whose EXPORT is restricted by the Arms Export Control Act (Title 22, U.S.C., SEC 2751, ET SEQ.) or the Export Administration Act of 1979 as Amended, titled, 50 U.S.C. App 2240 Et Seq. All TDPs will be available for access electronically via the Federal Business Opportunities (FBO) website once the RFP is released. An Offeror must have an approved DD Form 2345, Military Critical Technical Data Agreement, on file with the Joint Certification Program (JCP) in order to be granted access to the TDPs.

Contractors must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the RFP. Contractors may obtain information on SAM registration by visiting: https://www.acquistion.gov.
