MK3-0 and MS3314 Suspension Lug   3

The U.S. Army Contracting Command - Rock Island (ACC-RI), on behalf of the Project Director Joint Products (PD JP), intends to issue a competitive Request for Proposal (RFP), W52P1J-16-R-0156, on or after 10 July 2017, with an estimated closing date of 45 days after issuance. The RFP for the MS3314 Suspension Lug and MK3-0 Suspension Lug is restricted to small businesses, using a best value evaluation approach in accordance with Federal Acquisition Regulation (FAR) 15.101-1. The following items will be solicited:

MS3314 Suspension Lug NSN: 1325-00-116-4452, P/N: MS3314, DODIC: G261
MK3-0 Suspension Lug NSN: 1325-00-684-1364, P/N: 1380540, DODIC: G273

The applicable NAICS codes are 332993, Ammunition (Except Small Arms) Manufacturing with a size standard of 1,500 employees. The RFP will solicit proposals for award of at least one Firm Fixed Price (FFP) with Economic Price Adjustments (EPA) requirements contract for a maximum quantity of 75,000 each MS3314 Suspension Lugs and a maximum quantity of 50,000 each MK3-0 Suspension Lugs. The production contract(s) will also include five available Ordering Periods (OP) to procure additional possible requirements. The five separate OPs to be included will allow offerors to submit range unit prices for each OP.

Contractor First Article Test (FAT) Report submission will be required within 240 days after contract award, with FAT approval estimated at 270 days after contract award based upon a 30 day Government review timeframe. Production deliveries are required to begin 365 days after contract award. Monthly production delivery schedules will be based upon a twelve month delivery period for the awarded quantity. The minimum monthly production rate for the base quantity is 5,000 per month for the MS3314 and MK3-0 lug, while the maximum monthly production capacity is 10,000 per month for the MS3314 lug and 6,000 per month for the MK3-0 lug based upon maximum contract quantities.

The Technical Data Package (TDP) for the MS3314 and MK3-0 Suspension Lug are classified as Distribution D, which limits distribution to Department of Defense (DoD) and U.S. DoD contractors only. These documents contain technical data whose export is restricted by the Arms Export control Act, (Title 22, U.S.C., SEC 2751 ET SEQ.) or the Export Administration Act of 1979 (Title 50, U.S.C., APP 2240, ET SEQ.), as Amended. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DOD Directive 5230.25.

Both TDPs will be available for access electronically via the Federal Business Opportunities (FBO) website shortly after the posting of this synopsis.
