NASA/Johnson Space Center is issuing a Final Request for Proposal (RFP) for the Mission Technical Integration Contract (MTIC), 80JSC025R7002. You are notified of the following:
- The entire proposal is due by March 4, 2025, at 1:00 p.m. Central Time. Proposal Volume II, Past Performance, is requested 2 weeks early, but not officially due until the proposal submittal date.
- All questions regarding this RFP should be submitted in writing, electronically to Omar Collier, Contracting Officer, at jsc-mtic@mail.nasa.gov on or before 5:00p.m. Central Standard Time on February 10, 2025. Offerors are encouraged to submit questions as soon as possible for consideration. Questions shall be submitted using the MTIC Template for Submission of Comments in the Attachments section below.
- The RFP and attachments have been posted in the "Attachments" section below. This RFP and associated documents supersede the Draft RFP in its entirety. Any additional documents will be available on www.sam.gov.
- The Technical Library is available on SAM.gov under notice ID 80JSC024MTIC.
- If you have not accessed the Technical Library before, please complete the Technical Library Request Form in the "Attachments" section below prior to submitting a request via sam.gov.
- The Pre-Proposal Conference for this solicitation is anticipated to be held via Microsoft Teams on Friday, February 7, 2025, from 10:00 a.m. to 12:00 p.m. CT. Attendance at the pre-proposal conference is recommended; however, attendance is neither required nor a prerequisite for proposal submission. No recordings of any kind are permitted. Participation is limited to a total of six (6) individuals from each company/team.

Background
NASA/Johnson Space Center is issuing a Final Request for Proposal (RFP) for the Mission Technical Integration Contract (MTIC), Notice ID 80JSC025R7002. The goal of this contract is to integrate technical efforts across various NASA programs and ensure effective management of resources and tasks related to mission objectives.
Work Details
The contractor will be responsible for the following tasks:
1.0 - MANAGEMENT
2.0 - ISSP
3.0 - GATEWAY
4.0 - ORION
5.0 - EHP
6.0 - LEO / CLDP
7.0 - CCP
8.0 - EAIS
9.0 - M2M
10.0 - HLS.
Each task includes detailed work load indicators (WLIs) and historical work year equivalents (WYEs) to aid in estimating costs and resource allocation.
The contractor must also adhere to various plans such as the Configuration Management Plan, Safety and Health Plan, and Cyber Supply Chain Risk Management Plan among others as outlined in the attachments.
Period of Performance
The contract will span from the base period starting on August 17, 2025, with options extending through October 1, 2031, including a potential extension of up to 60 days.
Place of Performance
The work will primarily be performed at NASA facilities as specified in the Statement of Work.
