SYNOPSIS

The Naval Sea Systems Command (NAVSEA) intends to issue a build to-print solicitation, N0002421R6300, for the production of Mine Countermeasures Unmanned Surface Vehicles (MCM USV). The MCM USV will be a ship-launched or shore-launched, open architecture (OA), surface vehicle capable of autonomous safe navigation and mission execution.

The solicitation release will be announced electronically under Contract Opportunities at https://beta.sam.gov/ and interested parties must comply with that announcement. The Contract Opportunities website is the single point of entry for posting of the synopsis and solicitations to the internet. Interested offerors should monitor beta.sam.gov for the release of the solicitation, and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/.

The formal solicitation release is anticipated in fiscal year 2021.

SOLICITATION DOCUMENT ACCESS

The MCM USV RFP documents (including draft release of documents), Bidder's Library, and communications with industry (including Industry engagement) will contain controlled information. Potential Offerors interested in viewing any of the data associated with the MCM USV RFP must complete and return 1) a Terms of Use Agreement; and 2) a Security Classification Specification, DD 254 (Block 6.a., 6.b. and 6.c.). Offerors must be active DoD contractors to access the data within the draft RFP. A blank Terms of Use Agreement and DD 254 are attached to this synopsis. Offerors should complete and return the documents now in order to expedite the review of the draft RFP documents when they become available for access in February 2020.

Submit a scanned completed Terms of Use Agreement and DD 254 to eric.dieges@navy.mil with a copy to and a subject line of the email that reads, TOU letter / DD 254 (insert name of company) N0002421R6300. Offerors may also submit questions to the points of contact listed in this synopsis.

The Government will not provide sponsorship for new or upgraded personnel or facility clearances. Upon proper clearance approvals by the Government and a signed TOU, the Contracting Officer will provide further instruction on access to the MCM USV data. The classified or restricted disclosure attachments will be made available in a secure manner to the Offeror so long as the Offeror has met the security requirements detailed here.

The MCM USV technical data package is currently available. Interested parties that have already provided the required DD254 and TOU may now request access to the Bidder's Library. Interested parties must confirm its interest by contacting Mr. Eric Dieges at eric.dieges@navy.mil and by providing the name and email of the individual that will access the documents on the Bidder's Library. Offerors are limited to one account. An instruction sheet will be provided to all interested parties that qualify to view the Bidder's Library. Offerors must strictly follow the instruction to properly gain access to the Bidder's Library.

INDUSTRY DAY

On 27-28 May 2020, The Program Executive Office Unmanned and Small Combatants (PEO USC), Unmanned Maritime Systems Program Office (PMS 406) hosted an Industry Day to brief the Mine Counter Measures Unmanned Surface Vehicle (MCM USV) program.

The purpose of this Industry Day was to improve Industry's understanding of how the MCM USV Program fits into the Navy's plans to expand the use of Unmanned Vehicles. The objective of Industry Day was to provide Government information and solicit industry feedback to accelerate the procurement and production of MCM USVs.

The Industry Day event was held virtually via teleconference. See Attachment, MCM USV Industry Day Registration Form to register for Industry Day. The teleconference numbers was provided via separate correspondence to pre-registered and confirmed companies only. Pre-registration was required to attend Industry Day.

MCM USV Industry Day was held on 27 May 2020 from 0900 to 1200 EDT and 28 May 2020 from 0900 to 1700 EDT. The Government presented MCM USV information on 27 May and held one-on-one sessions on 28 May. The Industry Day event was held at the UNCLASSIFIED - For Official Use Only level and the information presented by the Government was considered Distribution D. The deadline for registration was 21 May 2020 at 1700 EDT.

Up to two representatives per company were allowed to attend the Industry Day and one-on-one breakout sessions. A dial-in number was provided for the general presentation session, no more than two individuals per company were allowed to dial-in. A copy of the presentation was sent out before the event. The MCM USV Industry Day was conducted virtually in limited teleconference numbers for one-on-one breakout sessions; each company that requested a one-on-one session provided a teleconference number to use during the session. Teleconference numbers were able to accommodate up to 30 individuals on the line. Breakout sessions were one-on-one meetings between the Government and companies intended for industry to ask questions and provide feedback to the Navy. Breakout session slots were available on a first-come, first-served basis; times were assigned to those companies that receive slots; offerors indicated on the registration form if they were interested in scheduling a one-on-one breakout session.
