Military Skills Enhancement (MSE) Services   3

Background
The Contractor shall provide non-personal services for Military Skills Enhancement (MSE) instruction as outlined in this PWS. The mission of the Troop School is to deliver quality educational programs and services that enhance personal growth, professional development, and readiness for Soldiers, Department of the Army (DA) civilians, and Contractor personnel. MSE instruction incorporates traditional instruction in a classroom-structured environment, using new information technologies, simulations, and digital information management initiatives to ensure the training programs are current with the teaching methodologies.

The instructional programs also include hands-on practical exercises and remote access distance learning such as Video Teleconference (VTC).

Work Details
The Contractor shall provide management for Military Skills Enhancement (MSE) Instruction as per the Performance Work Statement (PWS) sections 1.4, 1.23, and 1.23.1. Additionally, the Contractor shall provide personnel and supplies necessary to conduct MSE Instruction in accordance with PWS section 5 and all applicable publications. The Contractor shall also provide travel services as per PWS section 1.16, Mobile Training Team Events in accordance with PWS section 5.12 and PWS section 5.12.1, Service Contract Reporting as per PWS section 5.15, and Phase-In for MSE Instruction in support of Fort Cavazos, TX as per PWS section 1.36.1.

Period of Performance
The contract will be performed over multiple periods of performance: POP 01-APR-2024 TO 31-MAR-2025, POP 01-APR-2025 TO 31-MAR-2026, POP 01-APR-2026 TO 31-MAR-2027, POP 01-APR-2027 TO 31-MAR-2028, POP 01-APR-2028 TO 31-MAR-2029.

Place of Performance
The contract will be performed at Fort Cavazos, Texas.
