Background
Military Sealift Command (MSC) has a Total Force Management Mission to ensure the efficient and effective employment of MSC's personnel through the development and administration of programs and policies for civilian and military personnel ashore and afloat, manpower management and organization structure, strategic sourcing and commercial activities, and worldwide training. The CIVMAR workforce, comprised of approximately 5,700 U.S. Coast Guard (USCG) Merchant Mariner Credentialed Seafarers employed by the U.S. Navy, serves aboard approximately 59 MSC ships worldwide. The training will be provided in Norfolk, VA and/or San Diego, CA.

Work Details
The Contractor shall provide specialized training courses needed to qualify for and maintain USCG merchant mariner endorsements. Additionally, the Contractor shall provide general training courses needed to develop specialized skills required for shipboard operations but not necessarily required by USCG. The Contractor shall also provide daily transportation for the CIVMARs to and from the MSC contract hotels located in Norfolk, VA and San Diego, CA for the vendor's classroom training.

Period of Performance
The contract will be performed over a period of 5 years from January 11, 2024, to January 10, 2029.

Place of Performance
The Contractor shall provide in-classroom training at their facility within a 30-mile radius of either MSC CIVMAR Support Unit (CSU) East in Norfolk, Virginia or MSC CSU-West in San Diego, California.
