Background
The Norfolk Naval Shipyard is issuing a pre-solicitation notice for Military Construction Project (MILCON) P1062, which focuses on the modernization of Dry Dock 3. This project is part of the Shipyard Infrastructure Optimization Program (SIOP) aimed at enhancing the capabilities and infrastructure of military shipyards. The goal of this contract is to perform essential construction services that will improve the operational efficiency and safety of Dry Dock 3 at the Portsmouth, Virginia facility.

Work Details
The project includes several major components:

1. Cofferdam: A temporary cofferdam will be constructed at the entrance to Dry Dock 3 to facilitate demolition and construction under dry conditions. This involves creating a continuous steel pipe pile wall (SPP Wall) to support approximately 40 feet of water on the riverside, with dredging and sealing work to prevent upward water flow.

2. Dry Dock: The existing granite blocks and concrete will be removed from the dry dock, followed by reconstruction using reinforced concrete designed to withstand increased flood loads and reestablishing design blocking loads from 2009.

3. Wet Well: Selective demolition of the existing Pumpwell will be necessary to install new discharge piping for a Wet Well and Pump House, including removal of ladders, platforms, and other structural elements as required.

Period of Performance
The contract is expected to be completed within 1825 calendar days after award.
