Meter Data Management System (MDMS)   2

Background
The U.S. Army Engineering & Support Center is issuing this contract to operate, enhance, and sustain the Army’s centralized Meter Data Management System (MDMS). The primary mission of this contract includes delivering reliable meter data, normalizing data using industry standards, providing user-friendly tools for energy program managers, supporting advancements in capabilities and technologies, ensuring compliance with applicable laws and regulations, and employing system engineering techniques to optimize costs and complexity.

The contract also aims to transition from DISA to a Commercial Cloud-Based Hosting solution and implement a COTS software solution to reduce government costs.

Work Details
The contractor will perform the following tasks:
1) Acquire and implement the COTS Software Solution including OSIsoft PI;
2) Maintain the MDMS Risk Management Framework (RMF) Authorization;
3) Migrate MDMS from DISA to an approved DOD commercial cloud provider;
4) Implement system engineering processes to reduce costs and complexity;
5) Serve as Energy Engineering subject matter experts ensuring functional requirements are met;
6) Provide ongoing operation and maintenance support for MDMS Version 2 and OSIsoft PI until the completion of specific tasks. Each task includes detailed labor effort breakouts, implementation plans, schedules, and compliance with relevant policies.

Place of Performance
The work will be performed at various Army installations across the United States as specified in the task orders.
