Mentor Protégé Program Broad Agency Announcement

Background
The Missile Defense Agency (MDA) has established the Mentor Protégé Program (MPP) Broad Agency Announcement (BAA) to solicit eligible mentor and protégé firms for participation in the Department of Defense (DoD) MPP in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 219.71, Pilot Mentor-Protégé Program and DFARS Appendix I, Policy and Procedures for the DoD Pilot Mentor Protégé Program. The MPP was made permanent under the Fiscal Year 2023 National Defense Authorization Act (NDAA). This is a Two-Step Open BAA issued under the provisions of 6.102(d)(2), which provides for the competitive selection of research proposals.

Work Details
The contract seeks mentor protégé agreements that identify and develop innovative concepts, stimulate technology innovation, and exploit breakthroughs in science that can offer robust technology improvements aligning with the Agency’s current focus areas. The work includes Technology Transfer and Business Development Assistance, with Technology Transfer being a minimum of 50% of the total proposed cost.

Period of Performance
Awards are anticipated to consist of a one (1) twelve (12) month base period of performance with two (2) twelve (12) month severable option periods for subsequent performance for a total of three (3) years. Offerors may propose up to two (2) additional twelve (12) month severable option periods for subsequent performance for a total of five (5) years.
