The purpose of this amendment is to respond to vendor questions, and extend the RFQ date to 10:00 a.m. Tuesday 2/13/24.

Dear Offeror,
The Bureau of the Fiscal Service, on behalf of the Armed Forces Retirement Home (AFRH) is seeking establishment of Delivery Orders (DO) for Medical Supplies as described in the following solicitation Request for Proposal (RFP): RFP-AFRH-0125-2024.
The Government anticipates awarding a Delivery Order (DO) award. The DO will include one (1) 12-month Base Period, with four (4) 12-month Option Periods, with a period of performance of 04/19/2024 04/18/2029. It is anticipated that the Delivery Orders issued will be Firm-Fixed-Price (FFP). The Performance Work Statement (PWS) describes the required tasks for this solicitation. This document outlines the required documents for submission as well as outlines the evaluation process.
This is a 100% small business set aside requirement utilizing NAICS code 339113 Surgical Appliance and Supplies.
INSTRUCTIONS TO Offerors
Proposals are due no later than 10:00 AM EST Tuesday 2/13/2024, and must follow these instructions:
- Use Microsoft Office compatible files or Adobe PDF. Other file extensions will not be accepted.
- In addition to the proposals for all requirements, all information required in the clause package, including any instructions to vendors, must be completed and included with your proposals.
- Completion of Attachment A Pricing Worksheet is required for all proposal submissions.
- Email your complete proposals to purchasing@fiscal.treasury.gov, with the subject line Proposals for RFP-AFRH-0125-2024, Attn: RVBrown/GLJohnson.
Only complete proposals submitted to the e-mail address above, by the established due date, will be considered. Any packages submitted after the established closing date and time will not be guaranteed consideration.

Background
For more than a century and a half, the Armed Forces Retirement home (AFRH) has been providing retired members of the U.S. Armed Forces a place to call home. The mission of our staff is to meet the needs of the Nation’s veterans today and in the future while providing services and care in the most efficient manner possible. The United States Congress established the Armed Forces Retirement Home (AFRH) as a separate Federal Agency in 1991 when it enacted the Defense Authorization Act Public Law 101-510. The AFRH is comprised of the Armed Forces Retirement Home Washington, D.C. (AFRH-W) and the Armed Forces Retirement Home Gulfport, MS (AFRH-G). AFRH is a Continuing Care Retirement Community (CCRC) that offers Independent Living, Independent Living Plus, Long Term Care, Assisted Living, and Memory Support (dementia) options for its residents at each site. Each site is maintained as a separate establishment of the AFRH for administrative purposes.
Work Details
The contract consists of a base period and four option periods with specific dates for each period.
The resident population includes Independent Living, Independent Living Plus, Long Term Care, Assisted Living, and Memory Support (dementia).
The Contractor shall provide medical supplies and equipment as per Attachment A & Attachment B.
The Contractor shall also provide an internet-based system for ordering medical supplies on a two times a week basis and track all medical items ordered throughout the life of this contract.
Additionally, the Contractor shall conduct a phase-in inventory of all existing AFRH's medical supplies by the 5th business day after the contract award.
Period of Performance
The period of performance for this contract is from April 19, 2024 – April 18, 2029.
Place of Performance
The performance work will take place at the Armed Forces Retirement Home Washington, D.C. (AFRH-W) and the Armed Forces Retirement Home Gulfport, MS (AFRH-G).
