Description

Centers for Disease Control is issuing this synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for medical support services for the National Institute for Occupational Safety and Health (NIOSH) facility at Morgantown, WV. The result of this market research will contribute to determining the method of acquisition. The anticipated North American Industry Classification System (NAICS) code assigned to this acquisition is 621498 - All Other Outpatient Care Centers. This action is anticipated to be a 100% small business set-aside.

There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.

The attached draft Statement of Work (SOW) provides the overall scope of work and specific tasks. This is a draft copy of the SOW. Attachments referenced in the SOW will not be provided as part of this sources sought notice. The Government desires to award a single Firm Fixed Price (FFP) contract with a base year and four 1-year option periods to a qualified small business.

If your organization has the potential interest and capacity to perform these contract services, please provide the following information:

  1. organization name, address, email address, website address, telephone number, small and socioeconomic business status under NAICS 621498, type of ownership for the organization, and identify any multiple award contracts the organization has registered under.
  2. no more than two-page capability statements addressing this effort. Vendors are requested to specifically address the requirement to be located nearby to the facility (within approximately 20 miles) or be able to provide services in that vicinity within eight (8) hours of request for services.

The government will evaluate market information to ascertain potential market capacity to:

  1. provide services consistent in scope and scale with those described in this notice and otherwise anticipated.
  2. provide services under a performance-based service acquisition contract.

The government will not provide feedback or evaluations to companies regarding their submissions in response to this notice.

The incumbent contractor is Apple Occupational Medical Services, contract # 75D30119D04019.

Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this sources sought notice by Dec 4, 2024. All responses under this notice must be emailed to Joseph Butkus at jbutkus@cdc.gov.

Background
The Centers for Disease Control and Prevention (CDC) is conducting market research to identify parties interested in providing medical support services for the National Institute for Occupational Safety and Health (NIOSH) facility located in Morgantown, WV. The goal of this contract is to ensure that NIOSH employees receive necessary medical examinations and surveillance as part of their occupational health programs. This action is expected to be a 100% small business set-aside.

Work Details
The contractor will provide a range of medical services including:
- Conducting approximately 150 physical examinations annually for NIOSH employees, which include vital signs checks and assessments of various body systems.
- Providing medical monitoring and surveillance programs tailored to the needs of the employees.
- Offering monitored care when appropriate and maintaining records and data management related to employee health.
- Supporting emergency response teams with immediate medical services, including responder readiness evaluations and immunizations as needed during emergencies.
- Conducting additional occupational medical services such as respirator clearance exams, hearing tests, Beryllium exposure testing, and influenza clinics.
- Ensuring that services are available within 20 miles of the facility or can be provided within eight hours upon request.

Period of Performance
The contract period will span from January 27, 2025, to January 26, 2030, including a base year and four one-year option periods.

Place of Performance
The contract will be performed at the NIOSH facility located in Morgantown, West Virginia.
