Solicitation RFP SPM2DH-11-R-0011 is a standing solicitation from which the Government contemplates award of contracts for items as described below.
The DLA Troop Support in an effort to improve medical supply support to our customers has developed the Electronic Catalog (ECAT) System. The ECAT System allows DLA Troop Support (CONUS AND OCONUS) customers to review and compare contractor electronic catalogs with the ultimate goal of placing on-line orders to the contractor of their choice.

DLA Troop Support military and other government customers are currently using the ECAT System to order medically related laboratory, dental and optical supplies and limited medical equipment.

This is the follow-on to our current standing solicitation number SPM2D1-07-R-0012 which closed on August 12, 2011. The objective of this solicitation is to award the next generation of ECAT contracts for Medical Equipment. This acquisition seeks to award multiple contracts to all "responsive", responsible offerors (both manufacturers and dealers). The solicitation requests contractors to provide their discounted price(s) from their commercial catalog(s) of various medical equipment items for ECAT. This solicitation will result in multiple long term contracts with a base term of 5 years. This solicitation will be standing for 5 years from the solicitation issuance date.

This acquisition seeks to award multiple IDIQ contracts. DLA Troop Support awards will be in accordance with the ECAT multi-award program complying with requirements of FAR 8.4, DFARS 208.405-70 and DLAD 8.4 to technically acceptable, responsible vendors (both manufacturers and dealers) offering Medical Equipment items at fair and reasonable prices. The solicitation requires contractors to offer their commercial products that complied with the Statement of Work.

Medical Equipment is defined as that equipment used by medical professionals, technicians and laboratory personnel to perform a treatment, test or operation. We are soliciting for medical equipment, maintenance of medical equipment (with or without the equipment), and/or spare parts/repair parts of medical equipment (with or without the equipment). Along with these items, the following may be required: classroom training, repair parts, maintenance of the item(s) and installation when applicable, all consumable and non-consumable items used in conjunction with any and all medical equipment. Typically, but not always, the operation of medical equipment requires line power (120 or 220 VAC, 50 or 60 Hz), with some having back-up batteries. Some equipment relies solely on battery power.

We are soliciting for Contractors' entire medical equipment product lines. The medical equipment includes but is not limited to the following:

1. Defibrillators
2. Pulse oximeters
3. Aspirators
4. Ventilators
5. Examination tables/surgical tables
6. Repair parts
7. Dental systems/handpieces
8. Infusions pumps
9. Suction apparatus
10. Resuscitators
11. Patient monitors
12. Electrocardiographs
13. Analyzers/test equipment
14. Anesthesia apparatus
15. Medical furniture
16. Hospital beds/chairs/stretchers
17. Laboratory analyzers
18. Small portable ultrasound(s)
19. Litters
20. Lasers
21. Dental X-Rays
22. Sterilizers
23. Medical Refrigerators
24. Ophthalmic Equipment

Under this solicitation the following items are excluded: Ultrasounds (other than small portable), Diagnostic X-Ray (other than small portable and Dental X-Ray), Magnetic Resonance Imaging Systems, Nuclear Medicine, Computed Tomography, Magnetoencephalography, Pet Scanner, Cyclotron, Radiation Oncology , Lithotripsy and PACs.
NOTE TO CONTRACTORS WITH EXISTING CONTRACTS UNDER SPM2D1-07-R-0012:

In an effort to avoid a gap in contract coverage, current contractors should in general submit a "new offer" as early as 9 months prior to the expiration of their existing contract. The government has the right to award a "new offer" contract before, at time of expiration, or after the expiration of the contractor's existing contract.

The standing solicitation will be available via download from the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/ on or before August 16, 2011
