Request for Information - Sources Sought

The Missile Defense Agency (MDA) is conducting market research for a resource management business tool to assist MDA resource management specialists with creating, managing, analyzing, and reporting financial and staffing data to support MDA resource management processes. The information contained herein only initiates communication with industry in order to assess market potential. No solicitation document exists at this time. This Request for Information (RFI) constitutes no Government obligation to procure these items or issue a solicitation. The Government does not have an obligation to pay for information responding to this RFI and will not accept any responses as offers.

OBJECTIVES:

  • The resource management business tool shall provide functionality for supporting these process areas meeting at least minimal capability requirements
    • Budget Exhibits
      • Automated creation of budget documents, incorporating data from multiple sources within the tool
      • Capability for modifying, saving, and versioning budget exhibit documents
      • Multiple tailored output options
      • Automated budget exhibit submission via Departmentally-directed system interfaces
    • Execution Forecasting (Spend Plans)
      • Functionality for updating Requirement-level spend plans individually or in bulk
      • Functionality for automated spend plan generation
      • Incorporation of systemic controls to support balancing/reconciliation and business rules
      • Functionality for saving, baselining, versioning, and reforecasting spend plans
      • Automated updates incorporating month-end execution actuals
    • Funds Administration
      • Incorporates organizationally-defined business rules and workflows for budget and cash changes
      • Structures and functions support requirements for multiple appropriation types, including Research, Development, Test & Evaluation (RDT&E), Operation & Maintenance (O&M), Procurement, Military Construction (MILCON), Foreign Military Sales (FMS), and Defense Acquisition Workforce Development Fund (DAWDF) funding
      • Create and manage standard financial information structure (SFIS)-compliant budget structure that align with Defense Agencies Initiative (DAI) and budget exhibit formats
      • Automated data exchange of budget controls with DAI
      • Functionality for managing budget controls individually or in bulk
      • Manage budgets in current fiscal year and across future years defense program (FYDP), including net-zero budget changes with justification
      • Functionality for publishing/un-publishing and versioning budget positions
      • Functionality for incremental cash distribution based on budget position
      • Incremental, transaction-level budget change reporting
    • Requirements Management
      • Capture discrete Requirements (tasks/deliverables) with detailed metadata, budget/requirement values, and spend plans across FYDP
      • Automated exchange of Requirement data to MDA-internal acquisition system to support inter-agency requirement processes
      • Capture Requirements' alignment to budgetary controls across FYDP, facilitate balancing/reconciliation of Requirements to controls
      • Functionality for tracking and reporting new unfunded requirements (NUFR)
      • Automated link between Requirements' data and DAI execution; tools for reconciling Requirements to execution
      • Functionality for mapping Requirements to 1-N list denoting organizational prioritization of requirements
      • Functionality for managing Requirements data individually or in bulk
      • Functionality for capturing simultaneous Requirement budget values to support concurrent planning, programming, budgeting, and execution (PPBE) process requirements
      • Functionality for saving and versioning Requirements-level data
    • Contracts Data
      • Capture contract details (structure, values, vendors)
      • Functionality for reviewing/reconciling contract-level execution and invoices
    • Accounting Tools
      • Ingest data from DAI and other Departmental and government systems to support reconciliation
      • Capture and track unmatched disbursements (UMDs), support root cause analysis
      • Capture and track acquire-to-retire (A2R) real property data to support accounting and auditability
      • Functionality for general ledger (GL) variance trend analysis; year-over-year and year-to-date; obligations and outlays trend analysis
  • The resource management business tool shall also satisfy these key feature requirements
    • Reporting and Analysis
      • Ingests external data (DAI, Special Programs) daily to support Agency-wide analysis and reporting requirements
      • Provide options for formatted and un-formatted (raw data) outputs
      • Detailed composite reports including Requirements data, spend plans, current and historical execution, and benchmarks over time (12-month, 24-month, etc.); includes options for multiple fiscal years and report years
      • Functionality for constructing and saving custom reports
      • Robust change log reporting to support auditability of budget changes with documented justifications
      • Provides multiple pre-built reporting options
    • User Interface: Intuitive, modernized design optimized for simple navigation
    • System Performance and Support
      • User-level, CAC-enabled access controls governing read/write capabilities by function/role, organization, and program
      • Automations and architecture minimize manual data entry across process areas and systems
      • Short-turn schedule for releasing new content and capabilities
      • Administrators provide frequent, varied training opportunities for users (interfaces, navigation, capabilities, and reports)

RESPONSES: Vendors who are interested in this requirement and have the requisite capabilities shall submit a response by the date and time specified in this announcement. At a minimum, responses shall identify capabilities to meet the MDA's objectives listed above.

Submissions should not exceed three 8.5 x 11 inches pages and shall include the following:

    1. Company name, address, point(s) of contact, telephone number(s), e-mail address(es), federal supply schedule contract number(s) (if applicable), suggested NAICS Code(s) for this requirement and business size for each suggested NAICS Code.
    1. Which of the above process areas (Budget Exhibits, Execution Forecasting, Funds Administration, Requirements Management, Contracts Data, Accounting Tools, Manpower, and Personnel Action Tracking) reside in the resource management business tool
    1. The degree to which the above features (Reporting and Analysis, User Interface, and System Performance and Support) are supported by the resource management business tool
    1. A rough order of magnitude (ROM) for which includes estimates for initial setup, annual licensing, and follow-on support for
      • 350 users
      • 700 users
      • 1000 users
    1. Hardware and software requirements required for the resource management business tool
    1. Delivery schedule for major and minor capability updates and bug fixes

This notice is not a request for competitive proposals/quotes. All information submitted should support the offeror's capability to provide the items required and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these systems and services. Verbal responses are not acceptable and will not be considered.

Vendors submitting proprietary or business sensitive information bear the sole responsibility for marking the information for appropriate safeguarding. Proprietary information will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. 423), as implemented in the FAR.
